- The Seamless Journey from Complaint to Resolution
The greatest beauty of a democracy lies in the fact that the government and the administration are directly accountable to the public. The ‘CM Helpline 1076’ is a highly effective initiative taken by the Government of Chhattisgarh toward ensuring good governance and a transparent system. Today, this helpline has proven to be a boon for the state’s citizens, ensuring the swift resolution of their problems from the comfort of their own homes.
While conducting a high-level review of the CM Helpline 1076 and overall administrative operations, Chief Minister Shri Vishnu Deo Sai clarified that the objective of the helpline is not merely to reduce complaint statistics or mark cases as ‘closed’ on the portal; rather, it is to provide citizens with genuine and satisfactory resolutions.
- The Chief Minister’s Clear Mandate: Sensitivity, Timeliness, and Resolution
Chief Minister Shri Vishnu Deo Sai has stated that his expectations are very clear: the public should not have to run from pillar to post to get their problems addressed. While most officials and employees are performing well—efforts he duly appreciates—it is unacceptable for the negligence of a few to tarnish the image of the entire administration. Those who perform well will be encouraged; areas with shortcomings will be given an opportunity for improvement; and those who remain consistently negligent will be held accountable. The core ethos of the CM Helpline 1076 must be sensitivity, timeliness, and resolution.
- Operational Framework and Statistics to Date

Through the Chhattisgarh Government’s toll-free number 1076, citizens can register complaints regarding government services or other issues. The call center operates 24/7. Approximately 8,000 officials from 49 state government departments are integrated into this system, with a structured mechanism in place to resolve complaints across 1,195 categories within defined timeframes. A total of 245,376 complaints have been registered on the CM Helpline 1076 so far, out of which 210,649 have been successfully resolved. Action is being taken expeditiously on the remaining 34,727 complaints. Consequently, 85.85 percent of the total complaints received to date have been resolved.
- What kind of issues can be reported?
The CM Helpline 1076 allows the public to register grievances related to various matters, including: electricity-related issues (such as failure to replace a burnt-out transformer, power outages, or billing errors); revenue-related matters (such as land parcel division, mutation/succession, property disputes, or delays in land demarcation); applications for official documents (in cases of rejection or delays in issuing residency or caste certificates, etc.); administrative negligence (such as a police station in-charge or a Tehsildar failing to hear a grievance or register a report); and issues concerning public welfare schemes (including those related to healthcare, education, ration cards, drinking water, roads, and pensions).
- Visible Change on the Ground – Examples of Rapid Resolution
Upon receiving a complaint regarding a ration card from Shri Devendra Dinkar, a resident of village Bhavtara in Pamgarh (Janjgir-Champa), the error was rectified; his card was reactivated, and he began receiving his regular rations. In village Hadafad—a settlement under the Chikhli Gram Panchayat in Durgukondal (Kanker)—a faulty solar pump was promptly repaired by the CREDA department within just a few hours. In the Gaurela-Pendra-Marwahi district, the Mineral Department took action against the illegal transportation of sand and gravel, seizing eight tractors. Furthermore, the Transport Department swiftly resolved a long-pending issue for Shri Khirod Kumar Sao, a resident of village Kewtapali in Basna (Mahasamund), regarding an electric vehicle (EV) subsidy, ensuring the disbursement of the funds. The old-age pension of Shri Tripurari Sharma, an elderly resident of Tapkara (Jashpur), has been restored. Following a complaint by Shri Om Prakash from the same area, a new motor was installed under the water supply scheme, ensuring a smooth supply of drinking water and bringing relief to 200 families. In Kariya village of Surguja district, the correction of the date of birth on the Aadhaar card of Aradhana Singh, a Class 12 student, has paved the way for her higher education.
- Strengthening the Bond Between the Administration and the Public
Previously, ordinary citizens often had to make repeated visits to government offices to resolve minor issues or access the benefits of various schemes. The ‘CM Helpline 1076’ has completely transformed this system. Through the use of technology, the administration now effectively reaches the doorsteps of the public. Every complaint is assigned a unique registration number, and regular monitoring at higher levels ensures the accountability of officials.
This digital initiative has become a source of support for those living on the margins of society. Timely pension payments for the elderly, solutions to problems faced by farmers, and prompt assistance for the youth serve as a testament to the fact that this scheme stands as a living embodiment of the Chhattisgarh government’s commitment to ‘Sabka Saath, Sabka Vikas’ (Together with all, Development for all) and its resolve to provide swift solutions.
