A meeting of the State Disaster Relief and Disaster Mitigation Fund was held today at the Mantralaya Mahanadi Bhawan under the chairmanship of Chief Secretary Shri Vikasshiil. The proposals of the districts under Revenue Book Circular 6-4 and the proposals for making Raipur city flood-free were discussed extensively and approved. In the meeting, under the instructions of the National Disaster Management Authority of the Government of India, approval was given for state-level flood disaster training in all districts and district-level flood prevention training.
In the meeting of the State Executive Committee, the Chief Secretary has instructed the officials to prepare a comprehensive action plan in advance to deal with the flood disaster in those districts where there is a possibility of flood every year. This will enable immediate assistance to be provided to the affected and victims during the flood disaster. The Chief Secretary has said that as per the standards set from the State Disaster and Mitigation Fund, concrete work should be done strongly by getting the roads, water storage and other necessary construction works including water recharging done technically in the flood affected districts . He has given instructions to expedite the completion of approved works on structures affected in flood-affected areas at the end of last year. The Chief Secretary directed the officials of the Revenue and Disaster Management Department to provide the action plan and report of the Disaster Relief Fund to the State Executive Committee on time. He said that after thoroughly studying the guidelines of the National Disaster Management Authority, disaster-affected construction works should be carried out with quality and strength.

The meeting provided detailed information regarding the flood situation in Dantewada , Bastar , Sukma, and Bijapur , caused by heavy torrential rains in the Bastar division of the state in August 2025. Officials presented proposals for construction of culverts , embankments , stop dams , retaining walls , and roads in various districts from the State Disaster Mitigation Fund. These proposals were discussed and approved, and the necessary works were approved. Similarly, proposals for construction work under the Disaster Mitigation Fund in Balrampur and Jashpur districts were discussed and approved. A proposal for ₹36.72 crore (approximately $367.2 million) to provide grant assistance received from various districts under the Revenue Book Circular was discussed and approved. Following the directives of the National Disaster Management Authority of the Government of India, ₹33 lakh (approximately $1 lakh) was released last year for 33 districts, at the rate of ₹1 lakh per district, for state-level flood disaster training and district-level flood rescue training. This was approved post-facto. Similarly, for the coming year 2026-27, approval was given to issue allocation at the rate of Rs 1 lakh each in all 33 districts.
Present at the meeting were Mrs. Reena Baba Saheb Kangale , Secretary of the Revenue and Disaster Management Department , Mr. Mukesh Kumar Bansal, Secretary of the Finance Department, and Mr. Ramesh Kumar Sharma, Secretary of the Home Department, along with officials from the Public Health and Family Welfare , Home Guards , Army , NDRF , Public Health Engineering , Public Works , and Water Resources departments. Collectors and other district-level officials from the respective districts participated in the meeting via video conference.
