Chhattisgarh’s strong takeoff in the energy sector

Under the leadership of Chief Minister Shri Vishnu Dev Sai, Chhattisgarh is continuously achieving new milestones in the energy sector. Due to the state’s power generation capacity, efficient management, and visionary planning, Chhattisgarh is today strengthening its position as one of the leading energy states in the country. The state government is making large and long-term investments to successfully meet current demand as well as meet the needs of the coming years. The efforts being made by Chhattisgarh State Power Generation Company Limited, initiated by Chief Minister Shri Sai, in the areas of power generation and new projects clearly demonstrate that the state is moving forward with a strong and balanced strategy towards energy security.

Chhattisgarh State Power Generation Company generated 1528.181 million units of electricity in October 2025. In the fiscal year 2025-26, a total of 10847.303 million units of electricity were generated through October. These figures indicate that the state’s thermal power plants are consistently performing well with high efficiency.

According to a report by the Central Electricity Authority (CEA), the average plant load factor (PLF) of thermal power plants across the country from April 1 to October 31, 2025, in the 2025-26 fiscal year was 63.58 percent, while Chhattisgarh State Power Generation Company achieved a PLF of 72.41 percent. This performance is far better than the national average and ranks Chhattisgarh third among the country’s 33 state power companies. Energy experts attribute this to improved management, robust coal supply, and technical efficiency.

In view of the increasing future electricity demand, the state government has approved the 2×660 MW supercritical thermal power project in Korba West. The project has received administrative approval from the state government and environmental clearance from the Ministry of Environment and Forests. A work order for the project, worth ₹13,990 crore (including taxes), was issued to M/s BHEL on April 3, 2025. An advance payment of ₹549.03 crore was made on April 5, 2025, and a payment of ₹329.41 crore was made on September 19, 2025.

Work orders have been placed by BHEL for the necessary equipment, including imported forgings and castings. Preliminary civil works, including land leveling, storage building construction, and foundation pillar construction, have also begun. A loan agreement for ₹12,640 crore was signed between Chhattisgarh State Power Generation Company and Indian Railway Finance Corporation on September 26, 2025, to finance the project. The two units are targeted for completion in 2029 and 2030.

Following the implementation of the policy for pumped storage-based hydropower projects in the state, feasibility reports have been prepared for five sites: Hasdeo Bango, Rauni, Dangari, Sikaser, and Kotapali. All these projects have received TORs from the Ministry of Environment and Forests, Government of India. Following the issuance of TORs, exploration work is now underway to prepare DPRs. The first consultation meeting with the HPPI Division of the Central Electricity Authority has also been held for the Hasdeo Bango, Rauni, and Sikaser projects, which has accelerated the DPR process.

The state signed a Memorandum of Understanding (MOU) on March 10, 2025, under a joint venture with NTPC, THDC, and SJVN for the development of pumped storage projects. Additionally, an MoU was signed with NHPC for the Hasdeo Bango and Kurund projects on August 6, 2025. Work is progressing rapidly to prepare joint venture agreements for the implementation of these projects.
