Chief Secretary Shri Jain reviews departmental action plans and targets

  • Make MP leading state through ‘Ease of Living’ and ‘Ease of Doing Business’ : CS Shri JainAppeal to work with renewed energy in view of ‘Viksit Bharat 2047’

Chief Secretary Anurag Jain has called upon senior officials of all departments to prepare and implement department-wise action plans in line with the vision of Chief Minister Dr. Mohan Yadav, keeping in view Madhya Pradesh’s contribution to ‘Vision Viksit Bharat@2047. He emphasised adopting the principles of ‘Ease of Living’ and ‘Ease of Doing Business’ and directed that necessary reforms and changes be made in rules and regulations to make the lives of citizens, employment, and business activities easier, smoother, and more accessible. The Chief Secretary addressed a meeting on departmental target-setting and action plans with senior officials at Mantralaya, Vallabh Bhawan, on Thursday, the first day of the year 2026. On the occasion of the New Year, officials extended greetings to the Chief Secretary Shri Jain and Director General of Police Kailash Makwana by presenting floral bouquets. The Chief Secretary also conveyed New Year greetings to all officers and encouraged them to work with renewed energy.

Chief Secretary Shri Jain directed departments to achieve the defined targets for the remaining three months of the current financial year within the stipulated timeline and to prepare mission-mode action plans for the next financial year 2026–27. He said that a rolling budget will now be followed up to 2028, and all departments are expected to formulate and implement three-year action plans aligned with the state government’s vision for the welfare of the poor, farmers (annadatas), youth, and women’s empowerment.

  • Madhya Pradesh Among the Top Five States

Chief Secretary Shri Jain thanked officials for Madhya Pradesh being ranked among the top five leading states at the Chief Secretaries’ Conference, chaired by the Prime Minister. Sharing key takeaways from the conference held last week, he said that Madhya Pradesh has been directed to work on the national agenda of human resource development linked to Viksit Bharat. He informed officials about the agenda points finalised at the conference and said that, as per the Prime Minister’s guidance, laws and rules framed before 1947 and 1950 should be reviewed and redesigned to make citizens’ lives and business activities more convenient.

  • Regular Review of Major Projects

To transform Madhya Pradesh into a developed state, Chief Secretary Shri Jain directed that timelines for ongoing and upcoming major projects be accorded the highest priority. He emphasised the strict implementation of project time management plans to ensure timely completion. Reviews should be conducted weekly, monthly, quarterly and if required, even daily. Clear targets should be fixed for officials and executing agencies. He also instructed that issues related to inter-departmental coordination be promptly brought to his notice for resolution.

  • Learn from Incidents and Find Permanent Solutions

Expressing grief over the recent incident in Indore, Chief Secretary Shri Jain directed officials to ensure that such incidents do not recur in the future. He said that as soon as information about any such incident is received, the concerned departments must become proactive and immediately initiate relief and rescue operations. Departments should focus on providing instant relief to citizens, conduct comprehensive reviews and analyses of such incidents, and identify local-level solutions to prevent recurrence.

  • Strengthen the MP e-Seva App

Chief Secretary Shri Jain directed all departments to coordinate efforts to make the MPE Seva App, launched in November, more citizen-centric for public welfare. It was informed in the meeting that over 500 services from various departments are currently available on the app. The plan is to provide 1,200 citizen-related services by January and 1,800 services by the end of March through the app.

  • Adopt Best Practices

Chief Secretary Shri Jain instructed all departments to study successful schemes and programmes being implemented in other states and make efforts to adopt them in Madhya Pradesh as well. He asked officials to maintain continuous dialogue with senior officers of the Government of India and to bring relevant issues to their notice when required. He also directed timely responses to correspondence received from ministers, central government officials, public representatives, and office-bearers of officers’ and employees’ organisations. Timely disposal of cases on the CM Helpline was emphasised, along with wide publicity of positive departmental schemes and programs.

During the meeting, it was informed that the Water Resources Department is focusing on fast-tracking river-linking projects, with plans to provide additional irrigation to 10 lakh hectares of agricultural land. Apart from state-level departmental buildings, the installation of solar panels on government buildings at the district level is being taken up as a campaign.

DGP Shri Makwana also addressed the meeting and thanked various departments for their cooperation in efforts to make Madhya Pradesh free from Naxalism.
