Chief Minister Shri Vishnu Dev Sai today paid a courtesy call on Prime Minister Shri Narendra Modi at Parliament House and discussed in detail about the overall development of Chhattisgarh, the rejuvenation of Bastar and the important infrastructure and industrial projects of the state. Presenting the roadmap for the development of changing Chhattisgarh and especially Bastar before Prime Minister Shri Narendra Modi, Chief Minister Shri Sai requested the support of the Central Government for three important projects of the state.
Chief Minister Shri Vishnudev Sai said that as a result of a coordinated strategy of security, trust, and development, Bastar is undergoing a profound transformation. After decades of Naxal violence and development challenges, the region is now rapidly advancing in education, health, roads, rail, electricity, air connectivity, livelihoods, sports, and tourism. The state government’s goal is to make this transformation permanent and fully integrate Bastar into the mainstream of development.
- Chief Minister Shri Sai requested for early approval for the ₹10,500 crore urea project in Rajnandgaon.
Chief Minister Shri Vishnudev Sai urged the government to expedite approval of the proposed ₹10,500 crore gas-based urea project in Rajnandgaon. He stated that the necessary land for the project has been made available and the necessary approvals at the state government level have been completed.
The Chief Minister said that the establishment of this project will further improve the availability of fertilizers for farmers in Chhattisgarh and surrounding areas. It will also boost industrial investment, direct and indirect employment, and allied economic activities in the state.
- Special assistance sought to connect 461 villages to a permanent power grid
Chief Minister Shri Sai also raised with the Prime Minister the issue of 461 villages in sensitive areas, including Bastar, where, due to security and geographical reasons, it had not previously been possible to provide electricity through grid power and where electricity is currently being provided through off-grid means.
He requested special assistance from the Central Government to connect these villages to a permanent power grid. The Chief Minister said that a stable power supply would accelerate the expansion of education, health, communication, livelihoods, and small enterprises in these areas, and would further strengthen the development process in remote areas.
- Requested to establish All India Institute of Ayurveda in Raipur or Bastar
Chief Minister Shri Vishnudev Sai requested Prime Minister Shri Narendra Modi to take a positive action on the proposal to establish the All India Institute of Ayurveda (AIIA) in Raipur or Bastar. He said that Chhattisgarh, especially Bastar and other tribal areas, have a rich heritage of medicinal plants and traditional medical knowledge. The establishment of a national-level Ayurveda institute will create new opportunities for medicine, research, education, and a local economy based on medicinal plants.
- Development reaching 5,542 villages, benefiting approximately 39 lakh people
Chief Minister Shri Sai, while giving detailed information about ‘Bastar Vision’ to the Prime Minister, said that through ‘Niyad Nella Nar 2.0’ and ‘Basth Munne’, the government schemes and services are being implemented extensively in 5,542 villages of Bastar division, benefiting about 39 lakh people.
Chief Minister Shri Sai said that special emphasis is being placed on reaching the last person with various public welfare schemes of the central and state governments, including ration, Ayushman Bharat, Jan Dhan accounts, forest rights, and Prime Minister’s housing. The increased reach of the administration in remote and previously highly vulnerable villages has strengthened trust in the government.
- 421 closed schools to reopen, education cities to be built in Orchha and Jagargunda
Chief Minister Shri Sai briefed the Prime Minister on the transformation in the field of education in Bastar, stating that 421 schools, which had been closed for years in formerly Naxal-affected areas, have been reopened. In villages where access to regular education was once a major challenge for children, schools have now resumed.
He added that the state government is also working toward developing new education cities in Orchha and Jagargunda, modeled after Dantewada. The goal is to provide children from remote and tribal areas with quality education, residential facilities, and better opportunities for competitive examinations.
- Health check-up of over 34 lakh people under ‘Chief Minister’s Healthy Bastar Campaign’
Chief Minister Shri Sai, while giving information about the expansion of health facilities, said that under the “Chief Minister’s Healthy Bastar Campaign,” more than 3.4 million people have been screened so far and have been connected to medical services as per their needs. He informed that medical infrastructure in Bastar is being continuously expanded. Medical education and health services in the region are being strengthened through the expansion of super-specialty medical facilities in Jagdalpur and the medical college in Geedam. The state government is also moving rapidly towards the development of new medical colleges and modern health infrastructure.
- Bastar’s picture is changing with road, rail, electricity and air connectivity
Chief Minister Shri Sai stated that connectivity is the most important foundation for Bastar’s sustainable development. To this end, road, rail, power, and air connectivity are being rapidly expanded.
He informed the Prime Minister that work is progressing on the Jagdalpur-Raoghat rail line project, costing approximately ₹3,513 crore. This rail link will provide new impetus to Bastar’s economic and social development. Important initiatives are also underway to expand regular air services from Jagdalpur.
Chief Minister Shri Sai also briefed the Prime Minister on the progress of the final phase of the Raipur-Visakhapatnam Expressway and the proposed barrage project on the Indravati River. He said that the barrage project will provide irrigation facilities to approximately 32,000 hectares, greatly benefiting the region’s farmers and agriculture-based economy.
- Efforts towards making Bastar Dussehra a global tourism brand
Chief Minister Shri Sai, while describing Bastar’s unique tribal culture, traditions, and tourism potential, stated that systematic efforts are underway to establish Bastar Dussehra as a global tourism brand. Infrastructure and facilities are being expanded to further establish world-class natural tourist destinations like Chitrakoot and Tirathgarh on the national and international tourism map.
He said that Bastar is being developed while preserving its unique cultural identity and nature, so that the benefits of development reach the local communities and new employment and livelihood opportunities are created.
- The participation of over 4 lakh youth in the Bastar Olympics gave a message of change.
Chief Minister Shri Sai said that the participation of over 400,000 youth in the Bastar Olympics has created new energy and a positive atmosphere in the entire region. Sports have provided a platform for youth to showcase their talents, and have also strengthened peace, trust, and social participation.
The Chief Minister said that today the new identity of Bastar is being created through sports, culture, education, tourism, entrepreneurship and development.
- Chhattisgarh receives investment proposals worth around ₹8 lakh crore
Chief Minister Shri Sai also briefed the Prime Minister on the rapidly changing industrial landscape in the state. He said that since the implementation of the Industrial Development Policy 2024-30, Chhattisgarh has received investment proposals worth approximately ₹8 lakh crore. Implementation of several of these projects has already begun.
He stated that industrial development in Chhattisgarh is being shifted beyond traditional sectors to sectors aligned with the future economy. For the first time, investment is coming to the state in new sectors such as AI data center parks, semiconductors, hyperscale data centers, global BPO, garments, chocolate manufacturing, electronic equipment, and intraocular lens manufacturing.
The Chief Minister said that these investments will not only diversify the state’s economy but will also create large-scale employment and skill development opportunities for the youth.
- Chhattisgarh’s national identity in investment friendly environment
Chief Minister Shri Sai stated that Chhattisgarh has established a strong national identity as a result of its efforts to develop a transparent, simple, and reliable system for investors. Chhattisgarh has been ranked first in the country in the areas of regulatory ease and institutional environment in the NITI Aayog’s Investment Friendliness Index.
Giving information about the ‘Chhattisgarh Ease of Doing Business Act-2026,’ he said that the state has provided a legal basis for a risk-based regulatory system, self-certification, and timely permissions for industries and entrepreneurs. This is providing investors with a system based on certainty, transparency, and accountability.
- 10.42 lakh women became Lakhpati Didi, now the target is to make 14 lakh more women self-reliant.
Chief Minister Shri Sai, while detailing the state’s achievements in the field of women’s empowerment, said that Chhattisgarh has exceeded the target and has made 10.42 lakh women “Lakhpati Didi.” Now, in the next phase, the state government is working towards making 14 lakh more women economically self-reliant.
Giving information about the proposed ‘Lakhpati Didi Conference’ to be held in Raipur in the year 2027, Chief Minister Shri Sai invited Prime Minister Shri Narendra Modi to attend it as the chief guest.
- Chhattisgarh moves towards tech-driven good governance with ₹500 crore state AI mission
Chief Minister Shri Sai said that Chhattisgarh is rapidly moving towards artificial intelligence-based good governance through the ₹500 crore State AI Mission. Work is being done to make governance services more effective, transparent, and citizen-centric, exploring the potential for the use of AI in various sectors, including education, health, agriculture, and administration.
- Chhattisgarh’s strong performance in public welfare, revenue growth with financial discipline
Chief Minister Shri Vishnu Dev Sai also apprised Prime Minister Shri Narendra Modi of the state’s strengthening financial position and revenue growth. He stated that Chhattisgarh has achieved a significant reduction in fiscal and revenue deficits by effectively balancing financial discipline and public welfare. GST revenue in the state has increased by 18 percent, while mineral revenue has also recorded a record increase. Referring to new possibilities in the mineral sector, the Chief Minister said that Chhattisgarh has achieved significant success by auctioning the country’s first tin block and lithium block.
- Technology and transparency give new impetus to citizen-centric good governance
Chief Minister Shri Sai stated that the state government is continuously improving towards technology-based, transparent, and citizen-centric good governance. Through the Seva Setu portal, 528 services from 36 departments have been made available online, reducing the need for citizens to visit offices for government services and enabling timely resolution of millions of applications. A system for quick resolution and effective monitoring of citizen complaints has also been developed through the Chief Minister’s Helpline 1076.
The Chief Minister stated that comprehensive digital reforms have been implemented in revenue administration, including the automatic name transfer system along with the registry. The convenience of doorstep registration through Aadhaar and video KYC has simplified and facilitated the entire process. He stated that the primary objective of these reforms is to bring governance closer to citizens and make government services more accessible, transparent, and accountable.
He said that under the guidance of Prime Minister Shri Narendra Modi and the continued support of the Central Government, the pace of development in Chhattisgarh has accelerated. In line with the Prime Minister’s resolve for a “developed India,” the State Government is working with full commitment to building a “developed Chhattisgarh.” The Chief Minister expressed confidence that the State’s important proposals, ranging from the overall rejuvenation of Bastar to agriculture, health, energy, and industrial development, will receive positive support from the Central Government.
He said that the state government is determined that this journey of development should reach the last village and the last person of Chhattisgarh and Chhattisgarh, once known for its challenges, should be established as a new model of peace, prosperity and possibilities.
