Hon’ble Chief Minister Shri Vishnu Deo Sai Inaugurates ‘Golden Hour’ and ‘SARAL’

  • Digital Platforms to Advance Smart Governance in Chhattisgarh

Reinforcing its commitment to developing technology-driven solutions for public welfare, IIT
Bhilai Innovation and Technology Foundation (IBITF) has developed two innovative digital
platforms—Golden Hour – Smart Emergency Ambulance Management System and SARAL
(Simplified Access to Raipur’s Administrative Links). These solutions were inaugurated by the
Hon’ble Chief Minister of Chhattisgarh, Shri Vishnu Deo Sai, marking a significant step towards
strengthening digital governance, enhancing public service delivery, and accelerating the state’s
digital transformation.
The Golden Hour platform is designed to modernize emergency healthcare services by digitally
connecting CMHO offices, Emergency Medical Services (EMS), hospitals, and doctors through
a unified system. It enables real-time ambulance tracking, intelligent hospital recommendations
based on bed availability, secure patient handover, and continuous monitoring of emergency
cases, helping reduce response time and improving patient care during critical emergencies. The
SARAL platform simplifies administrative processes by providing an accessible, user-friendly,
and scalable digital framework that improves institutional efficiency and enables faster, more
effective citizen services.
Speaking on the occasion, the Hon’ble Chief Minister emphasized the importance of leveraging
technology to strengthen governance and improve public welfare. The inauguration of these
platforms reflects Chhattisgarh’s commitment to adopting innovative digital solutions that
enhance healthcare systems, streamline administrative services, and create a smarter, more
connected governance ecosystem. Developed by IBITF, the initiatives demonstrate the
Foundation’s continued efforts to address real-world challenges through impactful technology
and innovation.
