Chief Minister Vishnu Deo Sai attended the CREDAI Chhattisgarh StateCon-2026 ‘Building Developed Chhattisgarh’ event held at a private hotel in Naya Raipur today. The Chief Minister stated that the real estate sector would play a crucial role in achieving the goal of building a developed Chhattisgarh by 2047. With the rapidly growing economy and urbanization, the demand for modern cities, quality and affordable housing, and robust infrastructure is rising across the state. The state government is continuously working to create a transparent system, simplified procedures, and an investment-friendly environment to foster the growth of the real estate sector.
Chief Minister Sai remarked that owning a home is a dream for every family, and people from all sections of society aspire to have safe and comfortable housing. The real estate sector in Chhattisgarh has made rapid progress over the past two and three-quarter years. Opportunities in this sector are set to expand further in the coming years, driven by rising investment, industrialization, improved connectivity, and the development of new urban centers. He urged entrepreneurs associated with the real estate sector to partner in the state’s development and contribute to creating high-quality, modern residential and commercial projects that cater to future needs. ‘Chhattisgarh Anjor’ Prepared in Line with the Resolve for a Developed India
Chief Minister Shri Sai stated that Prime Minister Shri Narendra Modi has pledged to transform India into a developed nation by the year 2047. In alignment with this resolve, the Chhattisgarh government has prepared a vision document titled ‘Chhattisgarh Anjor’ to build a developed Chhattisgarh. The state has set an ambitious target of growing its economy to ₹75 lakh crore by 2047.
The Chief Minister remarked that Chhattisgarh possesses immense potential to achieve this goal. Approximately 44 percent of the state’s land area is covered by forests. The region is rich in mineral wealth and possesses abundant power and water resources. Connectivity with key parts of the country is steadily improving, and the hardworking people of the state are its greatest strength. He noted that the phrase “Chhattisgarhia Sable Badhiya” (Chhattisgarhi people are the best) is not merely a saying but a reflection of the simplicity, diligence, and capability of the state’s residents.
Recalling his experience working as a Union Minister of State alongside Prime Minister Shri Narendra Modi, Chief Minister Shri Sai mentioned that he had observed the Prime Minister’s work style closely. He noted that the Prime Minister views the country’s 1.4 billion citizens as his own family and works ceaselessly to bring about positive changes in their lives. Under his leadership, India is scripting new chapters in modern infrastructure, a self-reliant economy, and public welfare.
- Realizing the Dream of a Pucca House for Every Family
Chief Minister Shri Sai stated that the Pradhan Mantri Awas Yojana has turned the dream of owning a pucca (permanent) house into reality for crores of families across the country. In the state, approximately 1,600 houses under this scheme are being constructed daily. He observed that significant changes are visible in villages, and permanent housing is rapidly transforming the face of rural life.
The Chief Minister informed that Union Minister for Rural Development Shri Shivraj Singh Chouhan has approved an additional 3.65 lakh houses for Chhattisgarh. Furthermore, houses are being constructed for families belonging to Particularly Vulnerable Tribal Groups (PVTGs) through the Pradhan Mantri Janman Yojana. Approval has also been granted for the construction of 15,000 housing units under the policy formulated for the rehabilitation of surrendered Naxalites.
- State Capital Region to Become Chhattisgarh’s New Growth Engine
Chief Minister Shri Sai stated that a ‘State Capital Region’ is being developed to ensure the planned and long-term growth of Raipur and its surrounding areas. Under this initiative, a development plan is being crafted to integrate the regions of Durg, Bhilai, and Rajnandgaon with Raipur, aligning with future requirements. The State Capital Region will unlock new opportunities across housing, industry, trade, transport, and service sectors, emerging as a key growth engine for the state’s economy.
He emphasized that planned development is essential to transform rising urbanization into an opportunity. Civic amenities, transport, housing, and other basic infrastructure in cities are being developed with future needs in mind, and the participation of the real estate sector will be crucial in this endeavor.
- New Avenues for Development Opening in Bastar with the End of Naxalism
Chief Minister Shri Sai noted that Naxalism had long been a major impediment to development in Chhattisgarh, particularly in Bastar. However, decisive success against Naxalism has been achieved through the leadership of Prime Minister Shri Narendra Modi, the firm resolve of Union Home Minister Shri Amit Shah, and the indomitable courage of our security forces.has been achieved, and today, having become Naxal-free, Chhattisgarh is entering a new era of development.
He stated that the people of Bastar endured the scourge of Naxal violence for nearly four decades. Many areas remained deprived of basic amenities because Naxals opposed the construction of schools, hospitals, roads, and other development projects. The state government has accorded equal priority to development alongside its campaign against Naxalism.
The Chief Minister explained that through the ‘Niyad Nellanar’ scheme, various basic amenities—including roads, electricity, and drinking water—are being extended to remote villages. In the Gondi language, ‘Niyad Nellanar’ means ‘Your Good Village’. Under the ‘Mukhyamantri Swasth Bastar Abhiyan’ (Chief Minister’s Healthy Bastar Campaign), health check-ups have been conducted for 3.4 million (34 lakh) people, and approximately 40,000 individuals have received treatment. Through the ‘Bastar Munne’ program, government officials are staying in villages to ensure that schemes and services reach eligible families.
- New Employment Opportunities Emerging in Bastar through Tourism and Homestays
Chief Minister Shri Sai stated that Bastar is moving beyond its identity associated with violence and is forging a new reputation across the country and the world for its natural beauty, tribal culture, and tourism potential. Dhudmaras village in Bastar has been included in the list of the world’s best tourism villages by the United Nations World Tourism Organization. Here, foreign tourists are staying in homestays and experiencing the tribal lifestyle and culture up close alongside local families.
He noted that the state government is promoting homestay tourism across the entire state, including Bastar, by providing facilities such as loans and subsidies. Recognizing the immense potential of the tourism sector, tourism has been incorporated into the new industrial development policy, which will encourage investment and local employment in this field.
- Better Environment for Investment Created through Good Governance and Reforms
Chief Minister Shri Sai stated that Chhattisgarh is the first state in the country to establish a Department of Good Governance and Convergence. Transparent and accountable administration is among the state government’s top priorities. The government has implemented over 400 reforms to promote good governance and the ‘Ease of Doing Business.’ Various administrative processes have been digitized, and an e-file system has been introduced.
He stated that transparency and the digitization of processes have helped curb revenue leakage and boosted the state’s revenue. The government aims to ensure that citizens and investors do not have to make unnecessary visits to government offices and that the maximum number of services are provided in a simple and time-bound manner.
The Chief Minister noted that the state’s new industrial development policy has received an enthusiastic response from investors, with investment proposals worth approximately ₹8 lakh crore received so far. Projects in various sectors, including semiconductors and textiles, have begun to materialize on the ground. He emphasized that industry, housing, infrastructure, and urban development are interconnected, and coordinated progress across these sectors will accelerate the goal of a developed Chhattisgarh.
- Continuous Simplification of Registry Processes: Housing and Environment Minister Shri O.P. Choudhary
Addressing the event, Housing and Environment Minister Shri O.P. Choudhary stated that under the leadership of Chief Minister Shri Vishnu Deo Sai, the state government is fully focused on governance and reform. Decisions are continuously being taken to create a favorable environment for the industry, trade, and real estate sectors.
Shri Choudhary mentioned that registry processes are being made simpler and more citizen-friendly. Technology-driven reforms have been implemented, ranging from document delivery via WhatsApp to auto-mutation. To promote women’s empowerment, a 50 percent concession on registration fees has been granted to women. Significant improvements have also been made to the registration fee process for properties registered at values exceeding the guideline rates.
He added that the State Capital Region would become a key hub for Chhattisgarh’s future development. The government aims to ensure that urbanization is not limited merely to the expansion of cities but also creates new economic opportunities alongside modern infrastructure, improved connectivity, and civic amenities in a planned manner.
A large number of architects, engineers, entrepreneurs, representatives from the real estate sector, and various CREDAI office-bearers attended the event, including CREDAI National President Mr. Shekhar Patel, President-elect Mr. G.Y. Reddy, National Member Mr. Anand Singhania, CREDAI Raipur President Mr. Pankaj Lahoti, Mr. Abhishek Bachhawat, and Mr. Ashok Mundra.
