Ms. Nidhi Chhibber, Director General, Development Monitoring and Evaluation Office (DMEO), NITI Aayog, Government of India, commended the work being done by the Chhattisgarh State NITI Aayog in the areas of policy formulation, monitoring, and evaluation of schemes. She stated that Chhattisgarh has taken significant initiatives in the field of monitoring and evaluation in a short period of time. Emphasizing the need to develop a robust and sustainable monitoring and evaluation mechanism to ensure effective implementation of schemes in the state and assess their actual results, she assured all possible support from DMEO, NITI Aayog in this direction.
A high-level meeting was held today at the State Policy Commission, Chhattisgarh, to review the activities and proposed action plans under the State Support Mission. The meeting was chaired by Shri Ganesh Shankar Mishra, Vice Chairman of the State Policy Commission. Secretary, Planning, Shri Bhuvnesh Yadav, and senior officials of the Commission were present on the occasion.

Welcoming Director General Ms. Nidhi Chhibber at the meeting, State Policy Commission Vice Chairman Shri Ganesh Shankar Mishra said that the State Policy Commission, as an advisory and knowledge-based think tank, is working to give new direction to the overall development of the state. The Commission is continuously innovating in the areas of policy formulation, monitoring and evaluation of schemes, and departmental coordination.

Mr. Mishra said that under the leadership of Chief Minister Mr. Vishnu Dev Sai, the State Policy Commission is playing a vital role in realizing the resolve to make Chhattisgarh a developed state by the year 2047. To achieve the goals of Anjor Vision 2047, it is essential that the benefits of schemes reach the last person in society and that their impact and results are assessed based on solid data and scientific methods. He said that the Commission is encouraging data-based policy making and result-oriented work culture by establishing better coordination between departments.
- The expertise of IIM Raipur and IIT Bhilai will be leveraged in evaluating the schemes.
Secretary, Planning, Economics, and Statistics, Mr. Bhuvnesh Yadav, stated that the state government is working diligently to strengthen the monitoring and evaluation system for schemes. To this end, expertise from prestigious institutions such as the Indian Institute of Management (IIM) Raipur and the Indian Institute of Technology (IIT) Bhilai is being leveraged. This will ensure the better use of modern technology, research-based studies, and academic expertise in scheme evaluation.
- Rapid studies in nine priority areas, work also underway on Anjor Vision Portal
The meeting presented detailed information on the ongoing and proposed work undertaken by the State NITI Aayog’s Monitoring and Evaluation Unit and Project Implementation Unit. Officials stated that pilot evaluation studies are being conducted for various government schemes. These studies are based on the evaluation framework established by NITI Aayog’s Development Monitoring and Evaluation Office (DMEO).
The DMEO’s Output-Outcome Monitoring Framework (OOMF) and Data Governance Quality Index (DGQI) have been adapted to local needs in the state. In addition, rapid studies are being conducted in nine priority areas. Work is also underway to develop the Anjor Vision Portal to monitor and review progress against the Anjor Vision 2047 goals.
- The Child Wellbeing Index, being developed in collaboration with UNICEF, will become an effective basis for child development.

The meeting was informed that the State Policy Commission, in collaboration with UNICEF, is developing a Child Wellbeing Index. It is one of the leading initiatives in this direction in the country. This index will assess the availability of various services reaching children, as well as their actual impact and outcomes.
This initiative will help identify children’s needs related to health, nutrition, education, and overall well-being, and identify which districts and areas require greater attention and investment. This will make child welfare schemes more effective and result-oriented.
- District level dashboard for monitoring Sustainable Development Goals, initiative towards results-based budgeting
The meeting was informed that the State Policy Commission is releasing progress reports annually based on state- and district-level frameworks to assess progress towards the Sustainable Development Goals (SDGs). A dedicated dashboard has also been developed to regularly monitor progress towards the Sustainable Development Goals in districts.
In addition, work is underway to conduct budget analysis based on the Sustainable Development Goals in the state. This analysis will clarify the contribution of government expenditures to achieving various Sustainable Development Goals. Based on these findings, results-based budgeting can be encouraged by gradually incorporating Sustainable Development Goals into the future budget-making process.

Director General Ms. Nidhi Chhibber, while praising the extensive work done by the State NITI Aayog in a short time, said that Chhattisgarh has made commendable efforts towards adapting the evaluation frameworks of DMEO as per the needs of the State.
He stated that the success of schemes should not be limited to their implementation alone, but also to ensuring that their actual benefits reach the intended beneficiaries and that the desired results are achieved. To achieve this, a robust, institutional, and sustainable monitoring and evaluation system must be developed in the state.
Ms. Chhibber stated that an effective monitoring and evaluation system would help accurately assess the progress of schemes, identify deficiencies in a timely manner, and take necessary corrective action. She assured that the District Economic Development Authority (DMEO) and NITI Aayog would provide all possible technical and institutional support to further strengthen this system in Chhattisgarh.
