Union Home and Cooperation Minister Amit Shah flagged off Chhattisgarh’s state-of-the-art Dial 112 emergency service and a fleet of modern forensic mobile vans at a state-level function held in the capital Raipur today. Chief Minister Vishnu Dev Sai, Deputy Chief Minister and Home Minister Vijay Sharma, and Chhattisgarh Assembly Speaker Dr. Raman Singh were specially present on the occasion. Held in the presence of senior government and administration officials, the main objective of this program is to expand the state’s emergency response system and strengthen scientific investigation capacity under new criminal laws.
The Dial 112 emergency service, which has been operational since 2018, has now been fully implemented in all 33 districts of the state, after previously being limited to only 16 districts. This new and advanced phase has made the entire system more technologically capable and faster. To strengthen safety standards and assistance capabilities, the Dial 112 service has been integrated with artificial intelligence-based location recognition technology, which will allow accurate identification of the actual geographical location of a person in distress.

Additionally, to ensure uninterrupted emergency call and data handling, a second control center based on an optional backup system has been activated at Police Headquarters in Naya Raipur, in addition to the primary control center located in Civil Lines. This center will automatically act as a backup in the event of any technical problems or disasters.
As part of a statewide service expansion, a total of 400 new state-of-the-art emergency vehicles, 33 special surveillance vehicles, and 60 new highway patrol vehicles were dispatched to various districts today. Citizens of the state will now be able to access emergency assistance through traditional telephone calls, as well as the 112 India app, distress call service, short messaging service, artificial intelligence-based communication systems, email, web requests, and social media. Prioritizing women’s safety, the system includes a panic button and dedicated monitoring features, enabling police assistance, ambulances, fire services, and women’s assistance helplines to be provided on a unified platform.
The effective implementation of new criminal laws, especially Section 176 of the Indian Penal Code, has made it mandatory for forensic science teams to be present at the scene of crime and collect scientific evidence in all serious crimes punishable with imprisonment of seven years or more.
With the aim of making the criminal justice system completely evidence-based, the Chhattisgarh government has established modern forensic mobile laboratories for all 33 districts of the state. Thirty-two forensic mobile vans were dispatched today for field work. These vans are mobile laboratories equipped with equipment for conducting investigations at the scene of the crime.

These mobile forensic vans are equipped with blood sample testing kits, digital evidence collection equipment, CCTV footage retrieval systems, built-in GPS, high-capacity laptops and computers, and generators for uninterrupted power supply. They are also equipped with specialized night vision cameras and other high-resolution cameras to preserve evidence at night or in low light.
These vans will enable forensic experts to reach crime scenes quickly, prevent the destruction of scientific evidence, and conduct preliminary on-site examinations of biological and digital samples. This will make the process of presenting solid evidence in court more expeditious and effective. This joint initiative is considered an important step towards modernizing law and order, expanding the scientific research system, and strengthening civil security in Chhattisgarh.
