The innovative measures and effective strategies implemented by the Chhattisgarh government to provide affordable and dignified housing to families belonging to the Economically Weaker Section (EWS) and Low-Income Group (LIG) have garnered significant national recognition.

The Ministry of Housing and Urban Affairs, Government of India, has awarded Chhattisgarh at the national level for its ‘Best Practice’ in providing housing through land reservation for EWS-LIG categories and the Affordable Housing in Partnership (AHP) model.

Union Minister of State for Housing and Urban Affairs, Shri Tokhan Sahu, presented the award to Chhattisgarh at a ceremony held today at Vigyan Bhawan, New Delhi, on the occasion of World Habitat Day. Shri Sonmoni Borah, Principal Secretary of the Urban Administration and Development Department, and Shri Sumit Agrawal, CEO of the State Urban Development Agency (SUDA) and State Mission Director for Pradhan Mantri Awas Yojana (Urban), accepted the honor on behalf of the state.

Under the leadership of Chief Minister Shri Vishnu Deo Sai, the state government is continuously working to increase housing availability for EWS and LIG families in urban areas while ensuring they lead a dignified life equipped with better civic amenities. Under the guidance of Deputy Chief Minister and Minister for Urban Administration and Development, Shri Arun Sao, the department is ensuring effective monitoring at every stage—from the approval of housing projects and land availability to construction quality and timely completion.

Chief Minister Shri Vishnu Deo Sai has congratulated the entire team of the Urban Administration and Development Department, SUDA, and the urban local bodies on this national achievement.

Chief Minister Shri Sai stated that the national-level recognition of Chhattisgarh’s implementation of the Pradhan Mantri Awas Yojana (Urban) is a matter of pride for the entire state. The recognition received by our initiative—which provides affordable housing through land reservation and the Affordable Housing in Partnership (AHP) model for families belonging to the Economically Weaker Section (EWS) and Low-Income Group (LIG)—stands as a testament to the state government’s commitment to public welfare and its result-oriented approach.

He added that Chhattisgarh is advancing Prime Minister Shri Narendra Modi’s vision of ‘Housing for All’ with full commitment. A permanent house is not merely four walls and a roof; it is the foundation of a family’s security, dignity, and better future. The state government strives to ensure that no eligible family remains deprived of a permanent home and that needy families receive quality housing equipped with basic amenities.

  • Land Secured for 25,413 Houses at No Cost to the Government

Land availability has been one of the major challenges in constructing housing for the poor and low-income groups in urban areas. To address this challenge, the Chhattisgarh government has effectively implemented provisions for land reservation for EWS and LIG categories within private housing colonies.

As a result of this system, land for the construction of 25,413 houses has been secured without any government expenditure. This includes 17,790 houses under Pradhan Mantri Awas Yojana (Urban) 1.0 and 7,623 houses under Pradhan Mantri Awas Yojana (Urban) 2.0. A key feature of this initiative is that housing for vulnerable and low-income families is no longer confined to city outskirts; instead, these homes are becoming integral parts of planned colonies and developed urban areas. This has paved the way for beneficiary families to gain better access to essential urban amenities, including roads, electricity, water supply, and education.

  • Chhattisgarh Develops an Effective System—From Land Allocation to Housing

The state government has placed special emphasis on the effective implementation of the AHP (Affordable Housing in Partnership) model under the Pradhan Mantri Awas Yojana (Urban). Alongside ensuring land availability, there is continuous monitoring of project approvals, construction progress, quality standards, and timely completion.

The Urban Administration and Development Department and SUDA, in coordination with urban local bodies, have developed a system that has accelerated the availability of affordable housing for urban poor families. The Government of India has recognized this comprehensive approach as a ‘Best Practice’ at the national level.

Congratulating the departmental officials, staff, and the teams from urban local bodies on this national honor, Deputy Chief Minister and Minister for Urban Administration and Development, Shri Arun Sao, stated that this achievement acknowledges the concrete efforts Chhattisgarh is making to provide affordable housing to the urban poor and low-income families.

He noted that Chhattisgarh did not limit itself merely to planning housing for the urban poor; rather, it took proactive steps ranging from ensuring land availability to delivering affordable homes.has developed an effective system for housing construction. The national recognition received for land reservation for EWS-LIG categories and the AHP model is a result of this very effort.

Shri Sao stated that the department aims to rapidly provide dignified and affordable housing to needy families in urban areas. This national honor not only motivates the entire team to deliver even better results but also reinforces our sense of responsibility.

This initiative by the state government has brought the dream of owning a permanent home closer to reality for over 25,000 families belonging to the urban poor and low-income groups.
