Chief Minister Vishnu Deo Sai today inaugurated the three-day ‘India Industrial Fair-2026’, organized by Laghu Udyog Bharati, at the Science College Ground in the capital, Raipur. Welcoming entrepreneurs, investors, and industrial representatives from various states to Chhattisgarh, the Chief Minister invited them to participate in the state’s development journey and capitalize on the vast investment opportunities available here.
Chief Minister Sai stated that Chhattisgarh is rapidly advancing towards a new economy and emerging industries, building upon its traditional industrial strengths. Minerals, energy, forest resources, abundant human capital, and a favorable geographical location in the heart of the country constitute our inherent strengths. The state government is working to establish Chhattisgarh as a premier industrial and investment destination by integrating these assets with modern technology, superior infrastructure, and investor-friendly policies. He stated that the government’s role is not merely that of a regulator for industries; instead, it is evolving into a partner and an ‘accelerator’ that paves the way for industry and investment. The aim is to ensure that investors encounter a simple, transparent, and time-bound system at every stage—from the initial investment proposal to the actual establishment of the industry on the ground.
The Chief Minister expressed happiness that Laghu Udyog Bharati selected Raipur to host this significant national-level industrial event. He remarked that Micro, Small, and Medium Enterprises (MSMEs) form the robust foundation of the economy. The expansion of MSMEs alongside large industries fosters local entrepreneurship, creates employment opportunities, and ensures that the benefits of economic activity reach a broad cross-section of society.
The Chief Minister noted that Laghu Udyog Bharati is actively promoting industry and entrepreneurship by organizing entrepreneurs across more than 750 districts nationwide. In Chhattisgarh, over 1,200 small and medium enterprises are associated with the organization. The participation of more than 300 MSME entrepreneurs from across the country in the ‘India Industrial Fair’—held from September 18 to 20—underscores the event’s significance.
He emphasized that this industrial fair is not merely an exhibition of products and technologies; it serves as a vital platform for dialogue, the sharing of experiences and innovations, and the exchange of technical knowledge among entrepreneurs. It facilitates the forging of new business relationships and discussions on new possibilities, while also offering the youth an opportunity to gain a closer understanding of the world of industry and entrepreneurship.
- New Industrial Policy Gives Fresh Momentum to Investment
Chief Minister Shri Sai stated that the Chhattisgarh government has implemented the Industrial Development Policy 2024-30 following extensive consultations with the industrial sector, investors, and various stakeholders. The policy aims not only to attract investment but also to create an industrial ecosystem where investment, production, employment, and the local economy grow in tandem.
He highlighted that the new industrial policy places special emphasis on simplifying procedures, providing incentives to investors, promoting new and emerging sectors, and creating employment opportunities for local youth. Since the implementation of the policy, the state has received large-scale investment proposals, and it is heartening to note that work on several projects has already commenced on the ground.
The Chief Minister stated that Chhattisgarh is no longer limited to traditional industries such as coal, steel, and cement. To diversify the state’s industrial base, the government is promoting various new sectors linked to the future economy, including IT, semiconductors, pharmaceuticals, textiles, and green energy. The commencement of work on a semiconductor project worth approximately ₹1,100 crore in the state exemplifies this changing industrial landscape.
He mentioned that rapid progress is being made towards developing Naya Raipur into a modern technology hub. A conducive environment is being created there for new industries and technology-based companies, supported by modern infrastructure. The government is also moving forward with plans to develop technology hubs and industry excellence hubs within the state.
- Simplified processes for investors; government to act as a partner
Chief Minister Sai stated that industries in any state can only advance rapidly if…when investors benefit from policy stability alongside simple and transparent processes. With this vision, the state government has worked to streamline procedures related to setting up industries through a ‘Single Window System,’ ensuring investors do not have to make unnecessary rounds of various government offices.
He stated that special emphasis is also being placed on providing industries with the necessary land, infrastructure, and other facilities in a timely manner. The government wants entrepreneurs to focus their time and energy on production, innovation, expansion, and job creation, rather than getting bogged down by procedural complexities.
- Minerals, Energy, and Forest Wealth: Chhattisgarh’s Major Strengths
Chief Minister Shri Sai noted that Chhattisgarh is among the country’s richest states in terms of natural resources. Significant minerals—including coal, iron ore, and bauxite—are available here in abundance. Maximizing value addition to these resources within the state is a crucial component of our industrial strategy.
He mentioned that over 44 percent of Chhattisgarh’s land area is covered by forests. The state abounds in various types of minor forest produce and medicinal resources, such as tamarind, mahua, chironji, and harra-bahera. Scientific processing and value addition of these resources can unlock new avenues for industry and employment in forest regions, thereby opening new paths to increase the income of local communities and tribal families.
The Chief Minister stated that the energy sector forms another strong pillar of Chhattisgarh’s industrial potential. The state possesses a power generation capacity of approximately 30,000 megawatts. New investment proposals in the energy sector are being received, and efforts are underway to further expand production capacity in the coming years. Ample electricity, water and human resources, natural wealth, and the geographical advantage of being centrally located make Chhattisgarh naturally conducive to industrial growth.
- Industrial Development to Link with Employment for Local Youth
Chief Minister Shri Sai emphasized that industrial development is truly beneficial only when it generates employment and self-employment opportunities for local youth. For this reason, the new industrial policy places special importance on local employment. Special incentives have been introduced for industries that employ a large number of local youths.
He stated that the goal is to achieve industrial development where the state’s youth do not merely remain job seekers but, leveraging their skills, innovation, and entrepreneurial spirit, become job creators. MSMEs and startups can play a pivotal role in this regard. The government is making continuous efforts to connect the youth with skills, technology, markets, and entrepreneurial opportunities.
- Immense Potential for Tourism and Local Economy in Bastar
Highlighting Bastar’s natural beauty, rich tribal culture, and tourism potential, Chief Minister Shri Sai remarked that Chhattisgarh offers vast investment opportunities in the tourism sector alongside industry. The state government is promoting tourism as a key driver for employment and local economic development.
He noted that Bastar’s waterfalls, dense forests, natural landmarks, and unique tribal culture attract tourists from across the country and the globe. Efforts are underway to directly link tourism with the livelihoods of local families through initiatives like home-stays. The Chief Minister urged entrepreneurs visiting from across the nation to explore Chhattisgarh’s tourist destinations alongside the industrial fair and to gain a closer understanding of the diverse investment opportunities available in the state.

Deputy Chief Minister Shri Arun Sao stated that the 14th edition of the ‘India Industrial Fair,’ organized by Laghu Udyog Bharati, marks a significant milestone in Chhattisgarh’s industrial development journey. Under the leadership of Chief Minister Shri Vishnu Deo Sai, the state is poised to take a major leap forward in the industrial sector.
He remarked that this event would provide entrepreneurs from various parts of the country with an opportunity to understand each other’s products, technologies, innovations, and experiences, while also exploring new business prospects. Industrial expansion will also generate new employment opportunities within the state. He encouraged entrepreneurs to explore Chhattisgarh’s tourism and pilgrimage sites alongside its industrial potential. Industries Minister Shri Lakhan Lal Dewangan stated that the new industrial policy, implemented under the guidance of Chief Minister Shri Vishnu Deo Sai, incorporates numerous provisions to attract investors and simplify the process of setting up industries. Thanks to the government’s efforts, the implementation of investment proposals is now becoming visible on the ground alongside their initial receipt.
He noted that new industries—both small and large—are being established in the state, creating fresh employment opportunities. The government is continuously working to encourage small-scale industries, resolve the issues faced by entrepreneurs, and attract new investments. Entrepreneurs are being connected with state policies and available opportunities through dialogues and workshops across various sectors.
Shri Prakash Chandra Gupta of Laghu Udyog Bharati stated that the organization has been working for the past 32 years to mobilize the country’s micro and small-scale industries and to effectively convey their issues and requirements to both the central and state governments.
