- Over 54,000 rural families received rights documents; residential property became the basis for economic empowerment.
- Madaibhata farmer Devendra Dewangan started his own business by taking a loan of Rs 14.75 lakh on the basis of ownership card.
Under the Seva Sankalp Abhiyan, the ambitious Swamitva Yojana of the Government of India is playing an important role in providing legal rights to rural families over their residential properties and making them economically self-reliant. Dhamtari district has achieved remarkable success in the effective implementation of this scheme implemented in Chhattisgarh in the year 2021. Against the target of distributing about 78 thousand rights records in the district, more than 54 thousand rights records have been distributed to the beneficiaries so far. Distribution of the remaining rights records is proposed in the next one month.
The objective of the SVAMITVA scheme is to survey residential properties located in rural populated areas and provide eligible families with land ownership records. This provides rural families with documentation of their legal rights to their property. Having access to property records not only strengthens their rights but also increases their ability to use their property as a means of economic advancement.
- Opportunity for economic empowerment with rights
The property card obtained under the SVAMITVA scheme is not only proof of land ownership for rural families, but also an important means of economic progress. Having legal records of property can help eligible beneficiaries obtain loans from banking and financial institutions. This allows them to raise financial resources for projects such as housing construction, renovation, and starting a business. The transfer and purchase and sale of property also are facilitated as per regulations.
An inspiring success story that demonstrates these benefits of the scheme is that of Mr. Devendra Devangan, a small farmer from Madaibhata village in Dhamtari district. He received a property card under the SVAMITVA scheme on May 17, 2025. Based on this document, he secured a loan of ₹14.75 lakh from IDFC Bank for housing construction and business purposes. Using the loan proceeds, he opened a shop called “Dewangan Tailors and Readymade Garments” in his village, Madaibhata.
Mr. Dewangan’s initiative demonstrates that clear residential property ownership documents can open new doors of economic opportunity for rural families. Starting his own business has provided him with a new livelihood. This example inspires other rural families to use their property records to pursue economic activities and self-employment opportunities.
- Important initiatives towards rural development and self-reliance
The SVAMITVA scheme is an important step towards clarifying property rights in rural areas, increasing access to financial institutions, and strengthening the rural economy. Its effective implementation is expected to strengthen the economic security, social standing, and self-reliance of rural families. Furthermore, the availability of property records can also help resolve ownership disputes in the future.
Under the leadership of Collector Mr. Abinash Mishra, special emphasis is being placed on the implementation of various public welfare schemes, including the Swamitva Yojana, in Dhamtari district. The progress in the distribution of rights records in the district and the success of beneficiaries like Mr. Devendra Dewangan underscore the fact that the true value of schemes is revealed only when their benefits bring positive change to the lives of ordinary citizens.
The effective implementation of the SVAMITVA scheme in Dhamtari is a significant achievement in connecting villagers with property rights and economic opportunities. This initiative is both stimulating rural development and contributing to the realization of the vision of self-reliant villages.
