Chief Minister Shri Vishnu Dev Sai, hoisting the national flag at the main function held at the Police Parade Ground in Raipur on the occasion of the 80th Independence Day, extended his heartfelt greetings and best wishes to the people of the state. Paying homage to the great freedom fighters and immortal martyrs who sacrificed their lives for the country’s independence, he said that Independence Day is a sacred occasion to pay homage to Mother India, draw inspiration from our glorious history, and strengthen our resolve to build a developed India.
Chief Minister Shri Sai recalled the sacrifices and sacrifices of countless freedom fighters, including Mahatma Gandhi, Netaji Subhash Chandra Bose, Dr. Bhimrao Ambedkar, and Veer Savarkar. He also paid homage to the great leaders who awakened the spirit of freedom and self-respect on Chhattisgarh’s soil, including Dharti Aba Bhagwan Birsa Munda, Martyr Veer Narayan Singh, Veer Gundadhur, Gend Singh, Dhurva Rao, Yadav Rao, Venkat Rao, Debari Dhur, and Aytu Mahara.
The Chief Minister said that Goswami Tulsidas’s message – “There is no happiness in being dependent in dreams,” the words of Saint Kabir, and Baba Guru Ghasidas’s proclamation of “Manke-Manke Ek Saman” constantly inspire us to uphold the values of freedom, equality, and human dignity. Referring to the 125th birth anniversary of Dr. Shyama Prasad Mukherjee, he recalled his resolve for national unity.
- A new sunrise of peace and development in Bastar
Chief Minister Shri Sai said that due to the bold leadership of Prime Minister Shri Narendra Modi and the firm resolve of Union Home Minister Shri Amit Shah, historic success has been achieved against Naxalism. Today, in Bastar, free from Maoism, independence is being celebrated through Tiranga Yatras. Areas once affected by violence and fear have now seen a new dawn of peace, trust, and development. He said that the all-round progress of Bastar is among the top priorities of the double-engine government. The holding of the 26th meeting of the national-level Central Regional Council in Jagdalpur symbolizes the new identity of the changing Bastar. Now is the golden time for the reconstruction of Bastar.
The Chief Minister stated that through “Niyad Nella Naar 2.0” and “Bastar Munne Abhiyan,” 31 schemes and 14 community facilities are being implemented, ensuring 100% coverage of the benefits of the schemes to over 3.9 million people in the Bastar division. Schools closed due to Naxal violence have been reopened, and 36 new schools have been approved. Education cities are being developed in remote areas like Orchha and Jagargunda.
The “Chief Minister’s Healthy Bastar Campaign” has screened over 3.4 million people and created health profiles. A ₹4,824 crore “Livelihood Upgradation Scheme” has been developed to boost the income of approximately 1 million families. Security camps are now becoming centers of service and development, and the “Seva Dera” (service camp) launched in Netanar, the village of Veer Gundadhur, is promoting civic amenities, skill development, and entrepreneurship.
The Chief Minister said that a strong foundation for roads, electricity, transportation, and communications is being laid in Bastar. Work is underway to connect 461 solar-powered villages to grid-based power systems and to connect 234 remote settlements to main roads. The “Chief Minister’s Rural Bus Service” is providing public transportation to 814 villages in Bastar and Surguja divisions.
- The prosperity of our farmers is our top priority.
Chief Minister Shri Sai said that the farmers are the makers of our destiny, and their happiness, respect, and prosperity are the government’s top priority. Paddy is being purchased from farmers at a rate of ₹3,100 per quintal, at the rate of 21 quintals per acre. A lump sum payment under the “Krishi Unnati Yojana” was made before Holi.
He said the government is also promoting crop diversification. Under the “Krishi Unnati Yojana,” it has been decided to provide input assistance of 15,000 rupees for crops like pulses, oilseeds, maize, kodo, kutki, and ragi instead of paddy. Despite global uncertainties, the availability of fertilizers and seeds for farmers has been ensured.
In accordance with the concept of ‘Sahakar se Samriddhi’ of Prime Minister Shri Narendra Modi, computerization of 2,028 PACS of the state has been completed and out of these, 1,988 PACS are also providing services as Common Service Centres.
- Approval of more than Rs 11,000 crore for irrigation expansion
The Chief Minister said that administrative approval of ₹3,047 crore has been granted for the Sikasar-Kodar Canal Linking Project, furthering former Prime Minister Bharat Ratna Atal Bihari Vajpayee’s vision of river linking. More than ₹11,000 crore has been approved for expanding irrigation facilities in the state.
Abandoned irrigation projects are being revived through the Atal Irrigation Scheme. The Matnar and Deurgaon barrages will be constructed on the Indravati River at a cost of approximately ₹2,000 crore, providing irrigation facilities to 32,000 hectares. Referring to steps taken in the interest of tendu leaf collectors, the Chief Minister said they are being paid a remuneration of ₹5,500 per standard bag and the ‘Charan Paduka Yojana’ has been restarted.
- Every family’s dream of a permanent house is coming true.
Chief Minister Shri Sai said that in accordance with “Modi’s Guarantee,” the government is working rapidly to provide permanent housing to every needy family. Following the approval of 1.8 million houses in the first cabinet meeting, 2.45 million houses have been approved so far. An average of 1,600 houses are being built every day in the state.
He said that free food grains are being provided to 73 lakh families through ‘Pradhan Mantri Garib Kalyan Anna Yojana’ and ‘Chief Minister Foodgrain Assistance Scheme’.
- Women empowerment is strengthening both the family and the state.
The Chief Minister said that women have been economically empowered through the “Mahtari Vandan Yojana.” So far, ₹19,444 crore has been transferred to women’s accounts under the scheme. 13.85 lakh women in the state have become “Lakhpati Didi.”
He said that through the Pradhan Mantri Janman Yojana, basic amenities have reached more than 56,000 PVTG families, while the benefits of the “Dharti Aaba Janjati Gram Utkarsh Abhiyan” are being provided in 6,691 tribal-dominated villages. Referring to Chhattisgarh’s leading role in distributing forest rights certificates, the Chief Minister said that the process of transferring leases to heirs has been initiated. A task force has been formed for the effective implementation of the PESA Act.
- New doors are opening for the youth, from employment to innovation.
Chief Minister Shri Sai, recalling Swami Vivekananda’s faith in the youth power, said that new opportunities in employment, education, skill, sports and innovation are being created to increase the participation of youth in building a developed Chhattisgarh.
Historic reforms have been made to ensure transparency in competitive examinations. The Chhattisgarh Staff Selection Board has been established for recruitment to Class III and IV positions, and strict laws have been passed to prevent cheating and unfair means in examinations.
The Chief Minister informed that 7,000 youth have been recruited in the police. The recruitment process is being moved forward for 3,946 posts of teachers and assistant teachers and 1,235 posts in power companies. The ‘CG Assistance for Competitive Exam Scheme’ is being launched for preparation of competitive exams like NEET, JEE, CLAT, Railway, SSC, Banking, PSC and UPSC. A decision has also been taken to provide 10 percent reservation in direct recruitment of police constables, forest guards and jail guards to the Agniveers of Chhattisgarh who have completed four years of military service.
- AI mission will prepare Chhattisgarh for the economy of the future
The Chief Minister said that the state government has approved the ₹500 crore “Chhattisgarh State AI Mission.” Under this initiative, 100 AI data labs, five centers of excellence, and more than 50 AI-based services will be developed. Six hundred thousand students and 150,000 government employees will be trained in AI. A ₹100 crore startup fund has been created under the “Chhattisgarh Startup Promotion Policy.” Thirty ITI institutes are being upgraded under PM Setu. Institutions like the Forensic University Campus, NIFT, and NIELIT are being established in the state. Five medical colleges are being launched this semester in Geedam, Kunkuri, Janjgir-Champa, Manendragarh, and Kawardha.
- Sports talents will get full opportunity to progress
Chief Minister Shri Sai said that in order to enable the state’s players to hoist the tricolor on the global stage, along with strengthening the sports infrastructure, ‘Chief Minister Sports Excellence Mission’ is being started. It has been decided to promote Chhattisgarh’s daughter Gyaneshwari Yadav, who won the silver medal in the Glasgow Commonwealth Games, to the post of DSP and to give her an honorarium of Rs 30 lakh. The doors of government service have been opened for 156 outstanding players of the state. After successfully hosting the country’s first Khelo India Tribal Games, these games will be organized in Chhattisgarh next year as well.
- Chhattisgarh is becoming a new hub of investment and employment.
The Chief Minister said that through the new industrial policy, new and emerging sectors are being encouraged along with core sectors. Investment proposals worth ₹8.23 lakh crore have been received so far from investor connects held across the country and the world, which are expected to create approximately 1.74 lakh employment opportunities.
Swift Textiles, the state’s first garment unit in Nava Raipur, is expected to provide employment to over 4,600 youth. A Bharat Earth Movers Limited plant will be established in Mungeli. Twenty-three new industrial areas are being established in the state. Electronics Manufacturing Cluster 2.0 will be established in Rajnandgaon, a furniture cluster in Nava Raipur, and smart industrial parks will be developed in Janjgir-Champa and Rajnandgaon.
The Chief Minister said that the country’s first AI SEZ is being developed in the state. The State Capital Region has been formed, encompassing Raipur, Naya Raipur, and Durg-Bhilai.
- Energy, road, rail and digital connectivity are gaining new momentum
The Chief Minister stated that long-term strategies are being implemented in all three sectors: generation, transmission, and distribution, to meet future energy needs. Investment proposals worth more than ₹350,000 crore were received at the Energy Summit. Surcharges worth ₹910 crore have been waived for more than 1.2 million consumers under the “Chief Minister’s Electricity Bill Payment Solution Scheme.”
More than 90,000 consumers in the state are taking advantage of the “Prime Minister’s Free Electricity Scheme for Solar Homes.” The Bharatmala Project, the Raipur-Visakhapatnam Expressway, the Raipur-Dhanbad Economic Corridor, and the Raoghat-Jagdalpur rail network will provide new impetus to the state’s economic development.
Air services are being expanded from major airports through the “CG Vayu Yojana.” In two and a half years, 829 mobile towers have been installed in remote areas, and the goal is to connect 5,659 gram panchayats with high-speed internet through “BharatNet 3.0.”
- Technology enhances transparency and citizen convenience in good governance
Chief Minister Shri Sai said that the state government is pursuing the ideals of good governance set forth by Bharat Ratna Atal Bihari Vajpayee. A transparent e-office system has been adopted. More than 80,000 complaints have been resolved through the ‘CM Helpline 1076,’ and more than 700 government services are being made available online through the ‘Seva Setu Portal.’
Citizen services have been simplified through the establishment of smart registration offices, registry improvements, and auto-mutation initiatives. Digital and banking services are being provided to villagers through the establishment of “Atal Panchayat Digital Suvidha Kendras” in 7,524 gram panchayats.
The Chief Minister said that in the districts where ‘Niyad Nella Nar’ scheme is not implemented, the benefits of 31 schemes are being delivered in saturation mode through ‘Sughghar Chhattisgarh Abhiyan’.
- Launch of the campaign ‘My Daughter, My Pride’
On Independence Day, Chief Minister Shri Sai announced the launch of the “My Daughter, My Pride” campaign. Under this initiative, toilets will be built for girls in 6,671 government schools across the state.
He said that the “Developed India-Ji Ram Ji Yojana” has opened a new chapter of employment and development in the state. Through the scheme, crematoriums and waiting rooms will be built in 6,524 villages across the state.
- Special emphasis on cyber security with strong law and order
The Chief Minister said that strong law and order is a prerequisite for good governance. Along with the effective implementation of new criminal laws, nine new cyber police stations have been established in the state to address the challenge of cybercrime. The Dial-112 service has been implemented throughout the state.
- Tourism and folk culture will get global recognition
The Chief Minister said that tourism facilities in Bastar and Surguja will be rapidly expanded through the “Chief Minister’s Tourism Mission.” Events like the Bastar Olympics, Surguja Olympics, and Bastar Pandum have given national recognition to the state’s tribal culture, sporting talent, and natural beauty.
- Chitrakoot will be developed as a global tourist destination with a tent city. Sirpur will be developed to World Heritage Site standards.
The Chief Minister said that folk culture is our invaluable heritage. It has been decided to launch the ‘Dr. Teejan Bai Folk Art Decoration’ to preserve the legacy of Padma Vibhushan late Dr. Teejan Bai and to build ‘Chitrotpala Film City’ for the development of Chhattisgarhi cinema. It has also been decided to declare a public holiday on the birth anniversary of Sant Shiromani Guru Ravidas Ji and to award a state decoration award in his name. He described the discovery of a 2,750-year-old human settlement during excavations in Rewan, Arang, as an important evidence of Chhattisgarh’s ancient historical and cultural richness.

Chief Minister Shri Sai said that environmental protection, along with infrastructure and economic development, is a key priority for the government. More than 70 million trees have been planted in the state so far under Prime Minister Shri Narendra Modi’s “One Tree for Mother” campaign.
He said that more than 49 thousand devotees have been given darshan of major pilgrimage sites through ‘Ramlala Ayodhya Dham Darshan Yojana’ and more than 10 thousand devotees have been given darshan of major pilgrimage sites through ‘Chief Minister Teerth Darshan Yojana’.
- Resolution of developed Chhattisgarh for developed India
Chief Minister Shri Vishnu Dev Sai, while concluding his message, said that a developed India and a developed Chhattisgarh is the collective goal of all of us. Referring to the mantra of Rigveda – “Sangacchadhvam, Sam Vaddhvam, Sam Vo Manansi Janataam”, he called upon the people of the state to unite and contribute in building a bright future for Chhattisgarh and India.
Chief Minister Shri Sai said that by taking inspiration from the immortal values of independence, keeping our duties paramount and with the spirit of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas, Sabka Prayas’, we will realise the resolve of a developed India through a developed Chhattisgarh.
