Three significant initiatives in the fields of employment, digital governance, and skill development were advanced today at Mantralaya Mahanadi Bhawan in the presence of Chief Minister Shri Vishnu Deo Sai. Chief Minister Shri Sai handed over appointment letters to the young Sub-Engineers selected for the Nava Raipur Atal Nagar Development Authority. An MoU was signed between the Chhattisgarh Infotech Promotion Society (CHiPS) and Common Service Centers to make government digital services more widely accessible and convenient for citizens. Additionally, a letter allotting 10 acres of land for the proposed National Skill Training Institute in Nava Raipur was handed over.
Speaking on the occasion, Chief Minister Shri Vishnu Deo Sai stated that providing employment opportunities to the youth, ensuring simple and transparent government services for citizens, and equipping the new generation with modern skills aligned with future needs are top priorities for the state government. The government is laying a strong foundation for a developed Chhattisgarh by integrating employment generation, skill development, digital governance, and modern infrastructure. The Chief Minister stated that the true objective of government schemes and services is realized only when their benefits reach citizens easily and in a timely manner. Technology is being used to bridge the gap between the administration and the citizens. Simultaneously, the youth are being prepared not only for government services but also for opportunities in industry, the private sector, entrepreneurship, and skill-based employment.
- Young Engineers to Play a Pivotal Role in the Development of Naya Raipur
Chief Minister Shri Sai handed over appointment letters to young engineers selected for the post of Sub-Engineer at the Naya Raipur Atal Nagar Development Authority and wished them a bright future. He also congratulated the parents of the newly appointed engineers.
The Chief Minister remarked that Naya Raipur embodies the aspirations of the Chhattisgarh of the future. Modern infrastructure, quality civic amenities, and planned development are being continuously expanded here. The newly appointed engineers have a significant opportunity to contribute to the construction and development of this modern city.
He urged the young engineers to discharge their duties with utmost dedication, honesty, and a sense of responsibility, utilizing their knowledge and technical expertise for the public good. He emphasized that quality, timeliness, and public interest must be given top priority in construction works.
Chief Minister Shri Sai stated that continuous efforts are being made to increase employment opportunities for the youth in the state. Regular recruitments are being conducted across various departments, and the recruitment processes have been made transparent and time-bound. Since employment prospects for the youth cannot be limited solely to government jobs, the state government is creating extensive opportunities through industry, the private sector, entrepreneurship, startups, and skill development.
He noted that special priority has been accorded to employment generation in the new Industrial Policy (2024-30). Under this policy, MoUs for investment proposals exceeding ₹8.23 lakh crore have been signed so far, and work on several projects has already commenced on the ground. The goal is to create employment opportunities for approximately 1.75 lakh youths in the coming years. The industrial policy includes provisions for special incentives for industries that provide employment to local residents.
The Chief Minister stated that the transparent selection process conducted through the Chhattisgarh Public Service Commission has been strengthened. Children from poor, farming, and ordinary families are getting selected and progressing based on their talent and hard work. To further accelerate recruitment processes, the Chhattisgarh Staff Selection Board has also been constituted.
- New Momentum for Digital Governance: MoU Between CHiPS and Common Service Centers
An MoU was signed between the Chhattisgarh Infotech Promotion Society (CHiPS) and Common Service Centers (CSCs) in the presence of Chief Minister Shri Vishnu Deo Sai. The MoU was signed by Shri Mayank Agrawal, CEO, on behalf of CHiPS, and by Shri Jai Narayan Patel, State Head, on behalf of the Common Service Center Special Purpose Vehicle (CSC-SPV).
Through this MoU, citizen-centric services available on the ‘Seva Setu’ portal will be integrated with the digital platforms of Common Service Centers. Similarly, work will be undertaken to link services available at Common Service Centers with the Seva Setu system. This will reduce the need for citizens to visit multiple platforms and ensure that more services are easily accessible at centers near them.
To make it easier for citizens to identify Common Service Centers and Seva Setu centers, uniform branding and signage……will be set up. Information regarding the key services available at the centers will also be clearly displayed. A coordinated approach utilizing the network of Village Level Entrepreneurs (VLEs) from Common Service Centers and the ‘Seva Setu’ centers will be adopted to ensure last-mile delivery of government services in both rural and urban areas.
- Over 16,000 Seva Setu Centers, Over 5.4 Million Applications
Currently, 907 services across 38 departments are being made available online through 16,619 Seva Setu centers. Since April 1, 2025, the Seva Setu portal has received over 5.42 million applications, with more than 90 percent of them already resolved.
More than 600 government and commercial services are also being provided to citizens through 28,450 active Common Service Centers in the state. Following the MoU, access to the 907 government services offered by Seva Setu will be extended to these active Common Service Centers as well. This will enable citizens—particularly those in rural and remote areas—to access a wider range of services closer to home.
- Plans to Integrate Over 1,000 Services onto a Single Digital Platform
Chief Minister Shri Sai stated that Seva Setu is being developed as a comprehensive digital platform for citizen services. A process is underway to integrate 166 Central Government services alongside the State Government services on this platform. This will pave the way for delivering over 1,000 services to citizens through a unified digital platform.
The Chief Minister affirmed the state government’s commitment to a clean, transparent, and accountable governance system. The objective of making government services available online is to spare citizens from unnecessary visits to government offices, ensure timely service delivery, and enhance transparency and accountability throughout the process.
He added that the ‘Chief Minister Helpline 1076′ has also been launched to ensure the speedy resolution of citizens’ grievances. Approximately 8,000 officials—ranging from the Tehsildar level to the Secretary level—are connected to this system, and specific timeframes have been established for the resolution of complaints. The government aims to ensure that citizens do not have to chase the administrative system to resolve their issues; instead, the system itself should be accountable for providing solutions.
- National Skill Training Institute to be built in Naya Raipur at a cost of approximately ₹250 crore
During the event, a letter allocating 10 acres of land for the establishment of a National Skill Training Institute in Naya Raipur was handed over. Approximately ₹250 crore will be spent on the construction of the proposed institute. Plans are in place to provide modern, high-quality skill training to around 4,000 youths annually at this facility.
Training will be imparted in about 20 different trades. The training programs will be designed to align with the evolving needs of industries and the job market, enabling youths to gain practical knowledge of new technologies and leverage opportunities for employment, self-employment, and entrepreneurship.
Chief Minister Shri Sai stated that the National Skill Training Institute would become a vital hub for modern skills and employment opportunities for the youth of Chhattisgarh. In this era of rapidly changing technology, it is essential to equip young people not only with academic degrees but also with modern skills that meet industrial requirements. This institute will play a crucial role in preparing the state’s youth for future employment.
- Naya Raipur emerging as a hub for national-level educational and skill training institutes: Shri O.P. Choudhary
Congratulating the newly appointed young engineers and their families, Housing and Environment Minister Shri O.P. Choudhary remarked that they have received a significant opportunity to contribute to the development of a rapidly growing modern city like Naya Raipur. Infrastructure forms the foundation of any state’s economic growth, and engineers play a pivotal role in creating high-quality infrastructure.
Shri Choudhary noted that while the youth’s inclination towards government jobs is natural, employment and career prospects today are not limited to the public sector alone; vast opportunities are also emerging in the private sector, entrepreneurship, technology, and skill-based fields. The state government is placing special emphasis on creating quality skill training and new employment opportunities for the youth, alongside government recruitment drives.
Finance Minister Mr. Chaudhary stated that a transparent and fair recruitment process strengthens the youth’s faith in the system. He urged the newly appointed engineers to uphold the same spirit of transparency—through which they secured their positions—by prioritizing honesty, dedication to duty, and the public interest throughout their careers, and to actively contribute to building a developed Chhattisgarh.
- Citizens to receive clear information about available services at centers
Secretary Mr. Ankit Anand stated that, in accordance with the directives of Chief Minister Mr. Vishnu Deo Sai, information regarding key citizen-centric services will be prominently displayed at the service centers. These services include caste certificates, domicile certificates, EWS certificates, marriage certificates, electricity connections, land-use information, trade licenses, construction worker registration, ration cards, and social security pensions.
Additionally, services related to the central government—such as Aadhaar, Ayushman, gas connections, PAN cards, passports, pensions, crop insurance, FASTag, Udyam identity cards, and agricultural drone services—as well as services linked to private banks, will also be available to citizens.
