Efforts are underway to secure national and international academic recognition for the innovations being implemented in Chhattisgarh to foster good governance, transparency, and citizen-centric administration. To this end, a two-day ‘Workshop on Case Writing and Collaborative Publication’ for officials and staff of the Registration and Stamp Department concluded on October 15 at the Indian Institute of Management (IIM) Raipur, located in Naya Raipur. During the workshop—held on October 14 and 15—participants received training on how to document departmental reforms, key administrative decisions, the challenges encountered during their implementation, and the practical solutions devised by officials, transforming them into case studies for publication in national and international journals.
Under the leadership of Chief Minister Shri Vishnu Deo Sai and the guidance of Finance and Registration Minister Shri O.P. Choudhary, the Chhattisgarh Registration Department has undertaken several significant administrative reforms and public-interest initiatives over the past three years. Led by the Inspector General of Registration and Superintendent of Stamps, Shri Pushpendra Meena, the department has been consistently working to make registration services simpler, more transparent, technology-driven, and convenient for citizens. The experiences gained from implementing these reforms are now being systematically documented to serve as a foundation for research, study, and administrative training. Policymakers from across the country and the world to learn from Chhattisgarh’s administrative innovations

The primary objective of this workshop is to move beyond viewing the reforms implemented within the Registration Department merely as administrative achievements, and instead develop them into valuable examples for study and research. During the implementation of these departmental reforms, officials encountered various practical challenges, which were addressed through local context, administrative experience, and innovation. By presenting these experiences as case studies, academics, researchers, students, administrators, and policymakers—both nationally and globally—will have the opportunity to learn from Chhattisgarh’s administrative practices.
This initiative represents a significant step toward transforming experiences from administrative reforms into institutional knowledge. It will also pave the way for sharing successful methodologies, decision-making processes, and practical solutions to problems with other departments and institutions.
- Two-day training on the nuances of case study writing, research, and publication
On the first day of the workshop, experts provided detailed insights into the necessity and structure of case study writing, the selection of appropriate topics, the identification of challenges, and techniques for effectively presenting administrative experiences. Participants learned how key decisions made during departmental operations—along with the underlying circumstances, implementation hurdles, and the solutions devised—can serve as the foundation for a useful and impactful case study.
The second day focused on the practical process of developing a case study. Training covered the collection of essential information, verification of facts, conducting interviews with relevant stakeholders, outlining the case, and employing analytical writing methods. Additionally, experts provided guidance on preparing teaching notes, selecting suitable academic journals or publication platforms, and navigating the review and publication process.
- Experts from IIM Raipur share their insights
The workshop was attended by officials and staff from the Registration Department, including DIG Shri Madan Lal Korpe and DIG Smt. Usha Sahu. Prof. Sanjeev Parashar, Director-in-Charge of IIM Raipur, along with Program Director Prof. Pranit Kumar Roy, Prof. Satyasiba Das, Prof. Manojit Chattopadhyay, Prof. Archana Parashar, Prof. R.K. Jana, and other experts, guided the participants through various training sessions.
Highlighting the importance of presenting administrative experiences in a research-oriented and factual manner, the experts explained that an effective case study not only identifies a problem and its solution but also clarifies the decision-making process, the available alternatives, and the lessons learned.
- Documenting administrative reforms will strengthen good governance.
This initiative by the Registration Department is considered a significant step toward systematically compiling the administrative innovations being implemented in Chhattisgarh and establishing them as a subject for broader study. The development of case studies based on departmental experiences will provide valuable reference material for the future training of officials, policy formulation, and the improvement of administrative processes.
At the conclusion of the workshop, Mr. Madan Lal Korpe, DIG of the Registration Department, along with Prof. Sanjeev Parashar, Director-in-Charge of IIM Raipur, and Program Director Prof. Pranit Kumar Roy, awarded certificates to the participants.
