Chief Minister Dr. Mohan Yadav stated that under the leadership of Prime Minister Shri Narendra Modi, India is emerging as a new global economic power with a spirit of universal brotherhood. Japan has historical links with the tradition of Gautam Buddha, and India is the land where Gautam Buddha incarnated. India and Japan have shared mutual relations for centuries. Japan has had a prosperous history. Chief Minister Dr. Yadav paid tribute and commended the entrepreneurship and resilience displayed by Japan in recovering from devastating earthquakes and natural disasters. CM said that this resilience has earned Japan an identity of global repute.
Chief Minister Dr. Yadav addressed industrialists during an interactive session on “Investment Opportunities in Madhya Pradesh,” organized at the Indian Embassy campus in Japan.
Madhya Pradesh’s Business Ties with Japan
Chief Minister Dr. Mohan Yadav stated that Japan, with its distinctive lifestyle and industrial expertise, has achieved remarkable success in economic prosperity. Madhya Pradesh has established business relations with Japan as a matter of pride and happiness. Madhya Pradesh exported goods including aluminium, organic chemicals, nuclear reactors, boilers, mechanical equipment, pharmaceutical products, and other machinery worth 92.8 million dollars to Japan during 2023-24. Japan is also the home to industries related to manufacturing and other sectors. Dr. Yadav invited Japanese industrial groups to invest in Madhya Pradesh and expressed gratitude to India’s Ambassador to Japan, Mr. Sibi George, for his significant role in connecting business houses.
Business-Friendly Policies Attracting Domestic and International Industries
The Chief Minister highlighted that Madhya Pradesh, with a population of over 90 million, is India’s second-largest state areawise. The state’s economy has tripled in the last decade, and the government aims to double it during the forthcoming five years. Capital and government expenditures have increased by 19% in the past year, reflecting the state’s progress. The efforts over the last five years have resulted in exports worth 65,000 crore rupees in 2023-24. With industry-friendly policies in energy, mining, education, MSMEs, and other sectors, the state has created a conducive environment for investments, attracting global interest. Dr. Yadav assured that the government is willing to make policy changes, if necessary, to facilitate investment and industrial expansion.
Sector-Specific Policies Drawing Investors
Dr. Yadav noted the potential in various sectors, including food parks, IT parks, plastic parks, medical device parks, solar equipment parks, footwear parks, EV parks, textile parks, plug-and-play zones, and semiconductor parks. The state’s sector-focused policies in garments, logistics, EVs, food processing, ethanol, IT, pharmaceuticals, and medical devices are attracting investors. Madhya Pradesh, known as India’s “Food Basket,” offers opportunities to boost sector-specific business activities.
Vast potential for the Skill Development sector
The Chief Minister emphasized the immense potential for skill development in the state, which has a significant youth population and numerous ITIs, engineering colleges, and polytechnic institutes. Collaboration between Japan and Madhya Pradesh in this area could yield significant results. Madhya Pradesh, with 52 private and 17 government universities and engineering & medical colleges. There is great potential for long-term collaboration in education and healthcare.
Madhya Pradesh-Japan Partnership for Progress
Dr. Yadav expressed confidence that Japan and Madhya Pradesh would emerge as trusted partners in progress, aligned with future opportunities. He praised Japan’s rich and diverse history, noting its ability to overcome devastating earthquakes and natural disasters while showcasing resilience and innovation. Japan leads in technology, robotics, and automobile manufacturing. India and Japan’s business ties began when Panasonic set up its manufacturing plant in 1972. Today, the two countries share a strategic and global partnership.
Investment Policies Turning Possibilities into Reality
Dr. Yadav announced that the state is introducing new investment policies for 21 sectors, including manufacturing, logistics, export promotion, MSMEs, Startups, bio-fuels, semiconductors, and aviation. Companies creating more jobs will receive additional incentives, and export-focused businesses will enjoy special benefits. Madhya Pradesh is also promoting green industries to support sustainable growth.
Investor-Friendly Environment
Dr. Yadav assured that the state offers clear and beneficial policies for investors, including single-window clearance, transparent and fast approvals, and an investor-friendly environment. Essential resources such as electricity, water, and land are readily available. Madhya Pradesh is fully committed to industrial development and invites Japanese investors and industrialists to take advantage of the vast opportunities in the state. He extended an invitation to attend the “Invest Madhya Pradesh Global Investors Summit” on February 24-25, 2025, in Bhopal, promising full support and assistance to investors.
The session featured inputs from Dr. Rajesh Rajora, Additional Chief Secretary to the Chief Minister’s Office, who shared information on investment opportunities in IT, renewable energy, tourism, and mining. Mr. Raghvendra Kumar Singh, Principal Secretary of Industrial Policy and Investment Promotion, presented details on investor-friendly policies and facilities in Madhya Pradesh. Ms. Mayumi Murayama, Executive Vice President of Japan External Trade Organization, also addressed the gathering. Notable attendees included the Indian Ambassador to Japan Mr. Sibi George, Deputy Chief of Mission Mr. R. Madhu Sudan, Economic and Commercial Minister Ms. Debjani Chakravarty, and representatives from CII Japan.
Tokyo Governor Yuriko Koike Visits Chief Minister Dr. Yadav
Chief Minister Dr. Mohan Yadav was visited by Tokyo Governor Ms. Yuriko Koike. The Chief Minister described the meeting as encouraging fostering mutual cooperation for forthcoming developments. Yadav noted that under the leadership of Prime Minister Shri Narendra Modi, a collaborative and favourable environment has been established between Japan and India. This has created a cooperative approach between Japan and Madhya Pradesh, opening up immense possibilities for future growth.
The Chief Minister shared that discussions with Governor Ms. Koike took place in a warm and cordial atmosphere, focusing on industry, technology, investment, employment, and mutual collaboration in student and research-scholars exchange. Governor Koike invited Dr. Yadav to participate in a proposed startup conference in Tokyo in May 2025. In return, Dr. Yadav extended an invitation to Governor Koike to attend the Global Investors Summit to be held in Bhopal on February 24-25, 2025.
