In compliance with the order passed by the Hon’ble Supreme Court on August 18, 2026, in Civil Appeal No. 6174/2023, and with the aim of effectively implementing the Solid Waste Management Rules, 2026, the Raipur Municipal Corporation organized a workshop today regarding compliance for Bulk Waste Generators (BWGs). During the workshop, representatives from various residential societies, hotels, hospitals, and institutions were provided with detailed information on the provisions of the rules, the registration process, and compliance requirements.
As per the directives of the Hon’ble Supreme Court, it is mandatory for all Bulk Waste Generators to ensure source-level segregation, safe storage, scientific processing, and handover to designated agencies of the solid waste generated within their premises. The District Collector has been entrusted with the responsibility of monitoring compliance and implementation; in cases of non-compliance, necessary legal action—including seizure of assets and disconnection of electricity and water supplies—may be taken against defaulting BWGs. In the event of non-compliance, electricity and water supply services to the concerned premises may be temporarily disconnected and restored only after the submission of a compliance certificate.
Representatives from various institutions and residential complexes attended the workshop, including Noorjahan Hotel, Jwello Residential Co-operative Society, Aishwarya Empire, Aryan Biryani, Maharashtra Mandal Raipur, Agarwal Hospital, Maruti Residency, Raheja Residency (Avanti Vihar), and Las Vista Society (Amlidih).
Participants requested that joint meetings be held with the Municipal Corporation at their respective premises and residential societies so that selected societies could be developed as “Model BWG-RWA Societies,” thereby setting an example for better adherence to solid waste management rules. During the workshop, participants were trained on the Bulk Waste Generator (BWG) registration process via the Central Pollution Control Board (CPCB) portal, and on-the-spot registration was facilitated for several institutions. Representatives were encouraged to implement segregation of wet and dry waste at the premises level, adopt scientific management of organic waste, and establish solid waste management systems in compliance with the regulations.
The Raipur Municipal Corporation has appealed to all citizens, institutions, and establishments in the area to register as Bulk Waste Generators (BWGs) and ensure necessary management arrangements in accordance with the Solid Waste Management Rules, 2026, if their premises generate 100 kg or more of solid waste daily, cover an area of 20,000 square meters or more, or consume more than 40,000 liters of water per day. This category includes residential colonies, apartment complexes, shopping malls, hotels, restaurants, marriage gardens, hospitals, educational institutions, office complexes, government and private institutions, public sector undertakings, and other major waste generators.
All eligible institutions and establishments are requested to complete their registration on the CPCB portal at the earliest and inform the Raipur Municipal Corporation once registered, to facilitate compliance verification and monitoring.

The Raipur Municipal Corporation has reiterated that, in accordance with the directives of the Hon’ble Supreme Court, a special cell may initiate necessary legal action against Bulk Waste Generators who fail to comply with the provisions of the Solid Waste Management Rules, 2026; such action may include the temporary disconnection of electricity and water supply services.
This is a significant initiative towards a clean Raipur, responsible BWGs, and scientific waste management.
