Urban development should not be limited merely to infrastructure construction; citizens must receive quality basic amenities—such as sanitation, clean drinking water, better roads, street lighting, and accessible public transport—in a timely manner. Chief Minister Vishnu Deo Sai stated this while addressing a review meeting of the Urban Administration and Development Department at Mantralaya Mahanadi Bhawan today.
Chief Minister Vishnu Deo Sai directed officials to regularly monitor schemes and development projects in urban bodies and ensure their completion within the stipulated timeframes.
While conducting a detailed review of the department’s various schemes and construction projects, he emphasized that it is the primary responsibility of officials to ensure that the actual benefits of government-approved development works reach citizens on time. Unnecessary delays in construction work will not be tolerated; he instructed officials to prioritize quality alongside speed in execution.
- ‘Nalanda Parisar’ in 38 urban bodies; construction underway for 31
Chief Minister Sai reviewed the progress of ‘Nalanda Parisar’—central library-cum-reading zones—being established to provide a modern, well-equipped study environment for the youth in the state’s urban bodies. He directed officials to accelerate the construction of these centers and complete them promptly.
Principal Secretary of the Urban Administration and Development Department, Shri Sonmoni Borah, informed that under the scheme, the construction of ‘Nalanda Parisar’ has been approved for 38 urban bodies across the state over three financial years, with work currently in progress on 31 of them. The Chief Minister inquired about the proposed seating capacity and available facilities at these centers. While reviewing the ‘Nagarotthan Yojana’ (Urban Upliftment Scheme), Chief Minister Shri Sai emphasized the need to develop urban infrastructure with future requirements in mind. It was reported during the meeting that under this scheme—launched for the state’s 14 municipal corporations—essential traffic-related infrastructure is being developed, including the widening of main roads and the construction of bypasses, flyovers, service lanes, and underpasses. The Chief Minister reviewed the progress of urban development projects sanctioned under his earlier announcements and directed that they be completed within the stipulated timeframes.
The meeting highlighted the launch of the ‘Adarsh Shahar Samriddhi Yojana’ (Model City Prosperity Scheme) aimed at the sustainable, organized, and citizen-centric development of urban local bodies. A provision of ₹200 crore has been made for this scheme in the 2026-27 budget, and 32 urban local bodies have been selected for its implementation.
The Chief Minister stated that there should be no negligence in the delivery of basic services—such as drinking water supply, street lighting, and sanitation—within urban local bodies. He directed that regular monitoring of these services, which directly impact citizens, be ensured.
- Chief Minister praises Raipur’s performance in the Clean Air Survey
Development works being carried out using ‘untied’ and ‘tied’ grants received from the Government of India under the 15th Finance Commission were also reviewed during the meeting. Officials reported that these funds are being utilized for projects related to roads, drainage, street lighting, water supply, solid waste management, and air quality improvement.
Officials informed the meeting that the Raipur Municipal Corporation has made significant strides in controlling air pollution. In the ‘Clean Air Survey-2026’, Raipur secured the sixth position nationwide in the category of cities with a population exceeding 10 lakhs, scoring 189 points. In the state-level ward rankings for 2026, Raipur’s Ward No. 46 secured a position in the category for wards with a population of over 30,000, while Ward No. 30 achieved a ranking in the category for wards with a population between 10,000 and 30,000. Chief Minister Shri Sai congratulated the department and the Municipal Corporation team on this achievement. He stated that alongside clean cities, green spaces are essential for a healthy and improved urban lifestyle. He directed officials to develop parks in the wards and to identify areas with low tree cover for large-scale plantation drives.
Emphasizing the scientific management of urban solid waste, the Chief Minister instructed officials to work towards establishing waste processing plants in every urban local body.
- Ensuring Eligible Beneficiaries Receive Pradhan Mantri Awas Yojana Homes Promptly
Chief Minister Shri Vishnu Deo Sai reviewed the progress of the Pradhan Mantri Awas Yojana (Urban) 1.0 and 2.0. He sought detailed information regarding sanctioned houses, construction status, allotment, and final handover. Chief Minister Shri Sai directed officials to expedite the allotment and handover processes so that eligible families could quickly benefit from their permanent homes.
- Public Transport to be Strengthened with 240 E-Buses Across Four Major Cities
The Chief Minister reviewed the preparations for the PM-eBus Sewa….also reviewed the status. Officials informed that preparations are underway to operate a total of 240 e-buses in Raipur, Bilaspur, Durg, and Korba under the scheme. The target is to complete the necessary infrastructure work and commence e-bus operations before March 2027.
Chief Minister Mr. Sai directed that all related construction and infrastructure works be completed expeditiously. He stated that the e-bus service would provide citizens with a modern, convenient, and superior public transport system while also promoting an eco-friendly urban transport network.
- Prompt and effective resolution of citizens’ grievances
The Chief Minister reviewed complaints related to urban administration received via the Chief Minister’s Helpline and their resolution status. He instructed officials to ensure the prompt and effective resolution of grievances with a sensitive approach.
The Chief Minister also inquired about matters related to property tax revision and the electricity bills of urban local bodies. He directed urban local bodies to ensure the regular monthly payment of electricity bills.
The Chief Minister emphasized increasing revenue and tax collection to make urban local bodies financially robust and self-reliant. He suggested developing a system to encourage and honor urban local bodies that perform well in tax collection.
- Dissatisfaction over slow progress of AMRUT Mission works; instructions to work in ‘mission mode’
Chief Minister Mr. Sai expressed dissatisfaction over the lack of expected progress during the review of AMRUT Mission 2.0. He gave clear instructions to officials that ensuring 100% drinking water supply in the state’s urban areas is a priority. He directed that pending AMRUT Mission works be expedited and executed in ‘mission mode’.
The Chief Minister placed special emphasis on using high quality and modern technology in the construction of Sewage Treatment Plants (STPs). He also directed that necessary actions regarding slum redevelopment and land monetization be taken in a planned manner. CBG Plants in 8 Urban Bodies at a Cost of ₹800 Crore
During the meeting, Principal Secretary Shri Sonmani Borah provided details about the ‘SATAT’ scheme, an initiative by the Government of India aimed at providing clean and sustainable fuel for the transport and industrial sectors. He stated that Compressed Bio-Gas (CBG) plants are being set up in eight urban bodies across the state at a cost of approximately ₹800 crore.
Chief Minister Shri Sai emphasized that the results of all urban development schemes must be clearly visible on the ground. He issued directives for the regular review of schemes and development projects, continuous monitoring of construction quality, and the completion of all approved works within the stipulated timeframes.
