- reviewed the activities conducted under the Seva Sankalp Abhiyan.
Chief Secretary Shri Vikassheel chaired a video conference today with the district collectors of all districts in the state from the Mahanadi Bhawan, where the Seva Sankalp Abhiyan was being conducted.
The Seva Sankalp Abhiyan is being implemented in the state from September 17th to October 17th, 2026. During the video conference, the Chief Secretary emphasized that the Seva Sankalp Abhiyan should not be viewed merely as an event, but as an opportunity to strengthen public participation and a culture of mutual assistance. He directed the collectors and officials to effectively organize the campaign activities in the districts and ensure maximum participation of the public, voluntary organizations, and social organizations. The
Chief Secretary urged the collectors to promptly resolve the problems of the people by engaging them in the camps organized during the Seva Sankalp Abhiyan at the block and tehsil levels under the guidance of the Minister in charge of the districts. He also urged them to ensure necessary meetings and discussions with the honorable ministers in this regard. The Chief Secretary stated that the camps will include 26 key central government schemes, and that information on the beneficiaries of the schemes should be updated in this regard. The Chief Secretary gave necessary guidelines to the collectors regarding the works of Crop Girdawari Survey, Jal Jeevan Mission and Swachh Bharat Mission.
- Various activities under Seva Mera Yogdan
will be organised in the urban body areas of all districts from 23rd to 25th September and across the state from 2nd to 8th October. These include activities like service and cleanliness, food and clothing donation, education donation and education support, skill and knowledge donation, green Chhattisgarh and environmental protection, health and blood donation, organ donation and body donation, social security and awareness and local production and women empowerment. The Chief Secretary said that active participation of NCC, NSS, volunteers, self-help groups, social organizations, youth organizations and various partner organizations including ‘Mera Yuva Bharat’ should be ensured in these activities. Instructions were given to upload all the activities along with photographs on the My Bharat portal.
- Families donating bodies and organs should be honoured.
The Chief Secretary has asked the collectors to honour the families whose deceased relatives donate their bodies and organs. The Chief Secretary said that the families of those whose donated organs have been used should also be included in the programme and their immediate feedback should also be taken. This programme should not be limited to just a campaign; for this, more and more awareness programmes should be organised for the people from time to time, so that people are willing to donate organs and come forward.
10,000 saplings will be planted by integrating the Green Chhattisgarh campaign with ‘Ek Ped Maa Ke Naam’.
Under the Green Chhattisgarh campaign, a target has been set to plant 10,000 saplings of local species under the initiative ‘Ek Ped Maa Ke Naam’. The Chief Secretary gave instructions to ensure widespread public participation in activities related to environmental protection.
- The “Seva Mera Yogdan” festival will be celebrated as a “Seva Sankalp” and “Daan” festival.
The “Seva Sankalp” and “Daan” festival will be held in urban bodies across all districts of the state from September 23rd to 25th. Necessary discussions were held with the collectors regarding the preparations. Similarly, a grand celebration of this festival will be held across the state from October 2nd to 8th. Various activities will be organized under the “Seva Sankalp” and “Daan” festival. These activities will include service and cleanliness, education donation and educational support, food and clothing donation, skill knowledge donation and training. Water conservation and water source cleaning will be carried out. Activities will be organized under the “Environmental Protection and Plastic Campaign.” A statewide campaign will include a mega blood donation camp, a mega camp, and a free health checkup camp. Group activities will include the “Maha Annadan Abhiyan” and the distribution of “Dignity Kits.” Book trees, school kits, and programs to support education for underprivileged children will be organized in all districts.
The Chief Secretary directed the effective organization of the upcoming “Daan” festival. He stated that the benefits of the “Daan” festival should reach orphanages, old-age homes, and the needy. Social organizations and committees should also be actively involved. He said that special focus should be placed on key activities in the campaign and their effective implementation should be ensured, so that these efforts can be continued and institutionalized. He also directed that individuals and organizations who have done remarkable work be honored at the conclusion of the donation festival.
- Ensure timely disposal of applications in Seva Setu camps
The Chief Secretary said that the applications received in Seva Setu camps should be systematically collected and examined and disposed of. Every case coming to the camps should be resolved within the time limit. He directed the officers to work proactively and make the camps result-oriented. He directed to include 26 major schemes identified by the Central Government in the camps and to provide the benefits of the schemes to the eligible beneficiaries. He also asked to review the complaints available in the Chief Minister Helpline and Public Service Guarantee and ensure their timely disposal.
- The Chief Secretary instructed the Collectors to provide effective leadership.
He told the Collectors that “you are the leaders of your district,” and therefore, ensure effective results by effectively leading all campaigns in your respective districts. He directed them to systematically record information on all activities of the Seva Sankalp Abhiyan in a Google Sheet, so that district-wise activities and achievements can be effectively monitored.
The Chief Secretary has directed collectors to ensure accuracy and reliability in the Girdawari survey. Tehsildars and Patwaris have been asked to continuously monitor the work.
- Regularly reviewing the Jal Jeevan Mission and Swachh Bharat Mission,
the Chief Secretary directed the Jal Jeevan Mission to accelerate work in all districts, prioritizing the project. He directed regular reviews of the progress of tap connections and the activation of tap connections as per the target set by October 15th. In case of any problems, he directed immediate resolution by coordinating with officials of the Public Health Engineering Department. The Chief Secretary stated that there should be no shortage of sub-engineers for the Tap Water Scheme and Jal Jeevan Mission projects. Where there is a shortage, sub-engineers from other construction departments should also be deployed. He directed the collectors to review the Jal Jeevan Mission on a weekly basis. He also directed them to pay special attention to the targets set for urban and rural areas under the Swachh Bharat Mission and to ensure effective reporting mechanisms. The Chief Secretary urged the Seva Sankalp Abhiyan to become a permanent medium for public participation, service spirit, and social cooperation. All departments and district administrations should work in coordination to achieve effective results and advance Chhattisgarh as a proactive and front-runner state.
During the Collector’s Conference, Secretary of the General Administration Department, Mr. Avinash Champawat, Secretary of the Information and Technology Department, Mr. Ankit Anand, Commissioner of Public Relations, Mr. Rajat Bansal, and officials from other departments joined via video conference. All divisional commissioners, collectors, and key district officers from other departments also participated in the Collector’s Conference.
