- Review Conducted on Issues Ranging from Paddy Procurement Policy to Water Management and Administrative Reforms
A meeting of the Secretaries in charge of all state government departments was held today at Mantralaya Mahanadi Bhawan, presided over by Chief Secretary Shri Vikas-sheel. During the meeting, the progress of key schemes and departmental activities was reviewed with Additional Chief Secretaries, Principal Secretaries, and Secretaries from various state government departments. The Chief Secretary instructed officials to complete assigned tasks within the stipulated timeframes.
Directives were issued to make all necessary arrangements for the paddy procurement (Kharif marketing) season. The Public Health Engineering Department was asked to prepare better action plans for drinking water schemes, while the Water Resources Department was directed to formulate plans for water management and treatment in urban and industrial areas. The Urban Development Department was instructed to prepare ‘City Water Plans’ in alignment with the vision of ‘Viksit Bharat 2047’ (Developed India 2047). Instructions were given to ensure timely completion of preparations for Gram Sabhas scheduled between October 15 and October 22. The Transport Department was directed to focus on promoting electric vehicles (EVs) in the near future, and the Food Department was asked to formulate a City Gas Distribution Policy.
- Emphasis on District-Level Monitoring
The Chief Secretary directed that a ‘scorecard’ be finalized for the effective monitoring of schemes and departmental activities in the districts, enabling regular progress tracking at the Collector level. He also issued instructions to make the court monitoring system effective and to take necessary action regarding proposals related to the ‘PARAS’ portal for the month of October in coordination with the IT Department.
- Instructions to Upload Copies of Directives to the E-Gazette
The Chief Secretary directed that reference copies of all laws, rules, and directives formulated by the government be uploaded to the e-Gazette so that officials and concerned departments can easily access them for future reference. While reviewing pension-related matters department-wise, instructions were issued to heads of departments to ensure reporting on the number of pending cases, the time taken for their resolution, and overall progress. Directives were also issued to link APARs with iGOT and for each department to formulate an action plan for employee capacity building.
- Instructions to provide details of vacant posts by September 30
The Chief Secretary directed that information regarding vacant posts across various departments be made available to the Staff Selection Board by September 30. The meeting also covered the Public Service Guarantee Act, ‘Reform Utsav’, preparations for the Gram Sabhas scheduled for October 2, and the progress of ‘Seva Setu’. It was noted that 907 services across 38 departments are currently available online via ‘Seva Setu’. The Chief Secretary instructed officials to take action on necessary amendments to the Fire Safety Act and to accelerate activities related to the ‘My Bharat Portal’.
- Consolidated reporting of information via the Anti-Narcotics Task Force
During the meeting, Home Department Secretary Smt. Neha Champawat stated that information would be collected through the Anti-Narcotics Task Force and subsequently forwarded to the Government of India. She explained that this would ensure consolidated reporting of data received from various departments. Concluding the meeting, the Chief Secretary directed all departments to prepare clear action plans for capacity building, monitoring departmental operations, and achieving set targets within the stipulated timeframes. Senior officials from various state government departments were present at the meeting, including Mr. Manoj Kumar Pingua (Additional Chief Secretary, Forest and Climate Change Department), Smt. Richa Sharma (Additional Chief Secretary, Panchayat and Rural Development Department), Smt.
