Directives Issued to Prepare an Action Plan for Comprehensive City Development and Better Management

  • Principal Secretary Shri Sonmani Borah Inspects ITMS War Room

Shri Sonmani Borah, Principal Secretary of the Urban Administration and Development Department, inspected the Integrated Traffic Management System (ITMS) war room today. The facility operates from the third floor of the multi-level parking complex at Jaistambh Chowk, Raipur. Following the inspection, he held a meeting with relevant officials to review issues such as traffic management, women’s safety, disaster management, control over illegal construction and unauthorized digging, and the fostering of civic sense among citizens. He emphasized the need to prepare a coordinated action plan incorporating all these aspects and to ensure effective departmental action.

Shri Borah inspected various aspects of the ITMS war room, including technical resources, surveillance systems, and the utilization of available data. He directed officials to formulate a plan to develop the ITMS war room into a ‘Center for Good Governance’ and to enhance the effectiveness of urban management, departmental coordination, and citizen services.

  • Assessment of Major Roads for Traffic Management

During the meeting, emphasis was placed on the need for regular inspections and the assessment of vehicle capacity, traffic load, and available road capacity on every major city thoroughfare. The objective is to improve traffic management on key routes and to identify and resolve traffic-related issues. Discussions were held regarding the formation of a joint team comprising the Traffic Police, Regional Transport Office (RTO), and the Municipal Corporation to undertake coordinated efforts and promote public awareness activities.

  • Emphasis on Improving Sanitation Systems

While reviewing the city’s sanitation system, Principal Secretary Shri Borah emphasized the need for regular cleaning of major roads, markets, and public spaces, as well as making door-to-door garbage collection more effective. He directed that the ITMS surveillance system be used to identify areas with accumulated waste and ensure prompt remedial action. Discussions were held on strengthening the city’s cleanliness and sanitation systems, ensuring regular cleaning of public spaces, and managing waste effectively. Emphasis was placed on monitoring sanitation-related operations, coordinating between relevant departments, and increasing citizen participation. Additionally, the meeting addressed the need to raise public awareness about cleanliness and promote activities that encourage hygienic habits as part of daily life.

  • Focus on Women’s Safety and Disaster Management

The meeting also deliberated on enhancing women’s safety in the city and improving preparedness for emergency situations. Possibilities for the effective use of surveillance systems and technical resources—such as the ITMS—were explored. Emphasis was placed on establishing better coordination among relevant departments and reviewing necessary arrangements to ensure swift action during emergencies.

  • Effective Monitoring of Illegal Excavation and Construction

Discussions were held on strengthening monitoring mechanisms to curb illegal excavation and unauthorized construction activities across the city. Relevant departments were urged to take coordinated action to ensure compliance with prescribed safety standards at construction sites and to halt construction work that fails to meet these norms. The objective is to ensure the safety of citizens during construction activities and prevent issues arising in public spaces.

  • Public Awareness to Foster Civic Sense

The meeting also emphasized raising citizen awareness regarding adherence to traffic rules, the preservation of public property, and responsible behavior towards city systems. Plans were discussed to launch public awareness campaigns through the joint efforts of the Traffic Police, the RTO, and the Municipal Corporation. The goal is to cultivate civic sense among citizens and increase public participation in improving the city’s systems.
