- Transport Secretary Shri Rajiv Ranjan held a meeting with state-level nodal officers.
- This initiative will facilitate the systematic disposal of old and unusable government vehicles in the state, while also promoting road safety, environmental conservation, better resource management, and good governance.
- Shri Rajiv Ranjan, Secretary, Transport Department
Transport Secretary Shri Rajiv Ranjan stated that the process for scrapping and disposing of government vehicles in the state will be conducted in accordance with the guidelines prescribed by the Ministry of Road Transport and Highways (MoRTH), Government of India. To achieve this, it is essential to establish a systematic and transparent framework through coordination among all government departments. A critical aspect of this process is determining which vehicles qualify for scrapping. Specifically, for vehicles such as those involved in accidents—often found at police stations—or those that have remained unused for long periods and are beyond repair or no longer practically usable, it is mandatory to follow the prescribed disposal procedure. On Wednesday, at a meeting held in the first-floor auditorium of Project Bhawan, Ranchi, with state-level nodal officers, Secretary Shri Rajiv Ranjan discussed the systematic and transparent disposal of government vehicles that have completed 15 years of service.

The Secretary clarified that the scrapping of government vehicles is not merely a process of removing old vehicles; it is also linked to the optimal use of resources, environmental conservation, transparency, and an increase in government revenue. He explained that under the established procedure, the concerned departments will benefit from the financial and revenue-related provisions associated with vehicle scrapping. Furthermore, any tax amounts payable following the scrapping process will be deposited into the state exchequer through the Transport Department.
He urged all departmental nodal officers to understand this process thoroughly and ensure that the necessary actions are taken within their respective departments in accordance with the prescribed guidelines. They further stated that if any doubts arise or technical issues are encountered at any stage of the process, the Transport Department may be consulted.

During the meeting, representatives from MSTC and the Registered Vehicle Scrapping Facility (RVSF) provided a detailed, step-by-step presentation on the entire process for scrapping government vehicles. The officials present were briefed on the complete procedure, which includes registration via the MSTC and GeM portals, uploading details of the relevant vehicles, conducting auctions, and the actual scrapping of vehicles through an RVSF. Additionally, information was provided regarding the necessary documentation for scrapping, departmental responsibilities, and the established procedures.
The meeting was attended by designated nodal officers from various departments, along with representatives from MSTC, GeM, and the Registered Vehicle Scrapping Facility (RVSF).
