The first meeting of the Executive Committee, constituted under the Chhattisgarh Ease of Doing Business (EoDB) Act, 2026, was held today at Mantralaya Mahanadi Bhawan under the chairmanship of Chief Secretary Shri Vikas-sheel. During the meeting, a detailed and in-depth review was conducted regarding the status of reform proposals being implemented by various state government departments—including the Commerce and Industry Department—as well as the progress on risk-based classification and the phased implementation of EoDB regulations.
As per the action plan presented during the meeting, detailed discussions were held on the regulatory framework for industries and businesses. This includes provisions for ‘low-risk’ categories—where entities can operate based on self-certification and self-declaration, with exemptions from immediate inspections—and ‘medium-risk’ categories, which will benefit from time-bound approvals facilitated through third-party certifications and validations by authorized experts.
For ‘high-risk’ categories, the framework entails expedited approvals following physical departmental inspections—ensuring compliance with established safety standards, fire safety regulations, and public safety protocols—along with departmental reviews and integration into the Single Window System. A presentation by the Commerce and Industry Department highlighted that the procedures for the District Empowered Committee, the Executive Council, and the Executive Committee—all established to ensure the effective implementation of the Act—have been notified within the stipulated timeframes.
The meeting also reviewed the status of risk classification, timelines under the Public Service Guarantee Act, and integration with the Single Window portal across several departments, including Urban Administration, Excise, Housing and Environment, Industries, Home (Fire Services), Culture, Water Resources, and Public Works. The Chief Secretary directed all concerned departments to promptly submit their final suggestions on the draft EoDB regulations. The objective is to spare investors from unnecessary procedural burdens and to foster a transparent, digital, and accessible environment for Micro, Small, and Medium Enterprises (MSMEs) in the state. Senior officials were present at the meeting, including Principal Secretary of the Home and Jail Department, Smt. Niharika Barik; Principal Secretary of the Law and Legislative Affairs Department, Shri Manish Kumar Thakur; Secretary of the Finance and Public Relations Department, Dr. Rohit Yadav; Secretary of the General Administration Department, Shri Avinash Champawat; Secretary of the Commerce and Industry Department, Shri Rajat Kumar; Secretary of the Housing and Environment Department, Shri Ankit Anand; Secretary of the Tourism and Culture Department, Dr. S.
