Chief Minister Dr. The meeting of the Council of Ministers chaired by Mohan Yadav was held at Mantralaya on Tuesday. In the meeting of the Council of Ministers, a financial sanction of about Rs.2 thousand 480 crores was given to speed up the overall development of the region, expansion of infrastructure and public welfare. Many important decisions related to sports activities, irrigation, women empowerment, information technology and farmers’ welfare were sealed in the meeting.
Among the major decisions, an in-principle approval of Rs 18 crore 74 lakh was given for hosting the grand ‘Women’s Asian Hockey Champions Trophy’ in Bhopal in October 2026, which will give global recognition to the state’s sports infrastructure and tourism. Continuation of Rihand and Malhargarh irrigation projects and bonus payment scheme on support price to farmers to strengthen agriculture sector was approved. 857 crores have been sanctioned for development of drone technology based ‘Centre of Excellence’ and IT Parks at IISER Bhopal with the objective of making the region a technological leader. In this decision, the approval of the continuation of the operation of the establishment of IT Park till the year 2031 is important, under this, around 8000 youths will be able to get employment. Under ‘Mission Shakti’ Rs 198 crore for women empowerment, Rs 982 crore for employee welfare and pension schemes and creation of new news office of Electricity Safety Inspectorate in Gwalior and 9 new judicial posts in Narayangarh have also been sanctioned.
- In-principle approval of Rs.18 crore 74 lakhs for hosting Women’s Asian Hockey Champions Trophy 2026 in Bhopal
The Council of Ministers has given in-principle consent to the probable expenditure of Rs.18 crore 74 lakhs for organizing the Women’s Asian Hockey Champions Trophy 2026 at the International Sports Complex located in Barkheda Nathu, Bhopal in the month of October 2026.
Hockey India has been authorized by the International Hockey Federation to conduct, promote and organize the sport of hockey in the country and organize international and national hockey competitions. The competition is being held continuously for 2 years since 2010. The main objective of organizing this tournament is to showcase the talent of Asian women’s hockey teams at the global level. Women’s Asian Hockey Champions Trophy 2026 is expected to feature around 200 players and support staff from 6 major women’s teams in Asia (India, China, Japan, Malaysia, South Korea, and Thailand).
This international tournament will be jointly organized by Hockey India and Department of Sports and Youth Welfare. According to the contract, Hockey India will be paid Rs 11 crore by the Department of Sports and Youth Welfare for ‘pageanting partner’ rights. 7 crore 74 lakh rupees will be spent by the department for other necessary arrangements. In this way, an expenditure of approximately 18 crore 74 lakh rupees is likely to be incurred.
The International Sports Complex at Barkheda Nathu in Bhopal has been designed to host major international level competitions in accordance with new and modern technologies. The organization of Asian level international competition will promote the sports infrastructure developed in Madhya Pradesh at the global level. This will increase the morale of the hockey players of the region and the arrival of players from major Asian countries to Bhopal will also boost tourism in the region.
- Sanction of Rs.111 crore for operation of Rihand Micro Irrigation Project
The Council of Ministers has approved Singrauli Ki Rihand Micro Irrigation Project at a cost of Rs 111 crore 4 lakh for continuous operation for the period of Sixteenth Central Finance Commission from April 1, 2026 to March 31, 2031. The main objective of Rihand Micro Irrigation Project is to provide water for irrigation in 38,000 hectares of area in 119 villages of Singrauli, Mada, Vaidhan and Javad tehsils through micro irrigation system by extracting stored water from Govind Vallabh Pant Sagar Reservoir (located on Rihand river).
- Sanction of Rs.184 Crores for operation of Malhargarh Pressurized Large Evacuation Irrigation Project
The Council of Ministers has approved Rs.184 crore 20 lakhs for the continuous operation of the Mandsaur and Malhargarh Pressurized Large Evacuation Irrigation Project of the Sixteenth Central Finance Commission for the period from 01 April 2026 to 31 March 2031. Malhargarh Pressurized Large Evacuation Irrigation Project is a Lift Irrigation Project. The main objective of this project is to develop irrigation potential in 46,500 hectares area of Mandsaur district.

The Council of Ministers has approved an amount of Rs.857 crore 21 lakh for the continuous operation of the Sixteenth Central Finance Commission for the period of 1st April 2026 to 31st March 2031 of the various schemes of the Department of Science and Technology, including Rs.
- Approval for continuation of IT Park establishment: 8000 will get employment
595 crores has been sanctioned for the scheme of ‘Establishment of IT Park in the State’. IT in Indore, Bhopal, Jabalpur and Gwalior in the region under the scheme. PARCO has been established. I.T. Park and I.T. The establishment of towers will develop modern technical infrastructure in the region, which will attract investors from home and abroad and encourage investment and industrial activities. As a result, extensive direct and indirect employment opportunities will be created and skill-based employment and self-employment opportunities will be available to more than 8000 local youth. It is noteworthy that till now about 22000 youths have got employment. Through the effective implementation of the MoUs concluded under the Global Investors Summit (GIS), I.T. and E.S.D.M. The area will be expanded so that the economy of the region will be strengthened. Digital and technology literacy will increase and Madhya Pradesh will be established as an emerging technology and investment destination nationally and internationally.
The Council of Ministers has approved the provision of Rs 17 crore 90 lakh out of a total cost of Rs 85 crore 51 lakh for the establishment of Center of Excellence (COE) based on drone technology at Indian Institute of Science Education and Research (IISER) Bhopal for the next three years. It will function as an advanced research and development (R&D) based center of excellence, promoting research and innovation on artificial intelligence (AI), drone simulation, digital twin technology, UAV design and manufacturing, autonomous systems and advanced applications. Additionally, the center will develop facilities such as startup incubation, proof of concept (PoC), prototype development and testing, thereby developing a holistic and self-sustainable ecosystem of drone technology in the state.
MPSEDC for new technology 110 crore rupees has been sanctioned for the ‘aid to other organizations’ scheme. The main objective of this scheme is to make the administrative functioning more efficient, transparent and accountable by providing the latest information technology and digital solutions to the state government and its various departments and to provide quick, simple and secure online services to the citizens. It includes major activities like AI/ML based Business Intelligence, WhatsApp ChatWot, Drone Services, SMS Gateway, MP CODE, e-Sign, State Email Policy, Low-Code/No-Code Platform and Security Audit Lab.
40 crore 20 lakh rupees has been sanctioned for ‘Madhya Pradesh State Spatial Data Infrastructure (MPSSDI)’ scheme. The objective of the scheme is to provide up-to-date, reliable and accessible GIS based services to various departments, agencies and schemes by creating, maintaining and updating integrated spatial data using Geographical Information System (GIS) technology in the state. This has increased real-time monitoring and decision-making capabilities in areas such as disaster management, water supply, land management, urban development and road repair.
Similarly, Rs 26 crore 50 lakh has been sanctioned for ‘Provision and Management of Cloud Services’. Its objective is to realize the concept of Digital Madhya Pradesh and accelerate digital transformation in all services of the government. Under this scheme, secure, flexible, scalable and affordable cloud services are being provided to all government and semi-government departments based on the Cloud Adoption Framework prepared by the Madhya Pradesh State Electronics Development Corporation (MPSEDC). Through this, the government did not require heavy capital investment on the creation and maintenance of its IT resources. Computing resources, storage, networking and software services can be obtained from the cloud platform as per requirement.
- Approval of establishment of new news office of Electricity Safety Inspectorate at Gwalior
The Council of Ministers has approved the creation of new news office and 9 new posts of Electricity Safety Inspectorate in Gwalior. The Department of Energy has been authorized to take action related to generation. It is noteworthy that in all major revenue divisions (except Sagar, Shahdol, Narmadapuram) there is a news office of Electricity Inspectorate. At present, the functions related to electricity security and revenue collection of Gwalior and Chambal divisions are handled by the Bhopal headquarters. The establishment of a new news office in Gwalior will especially benefit the industrial areas of Bamaur in Morena and Malanpur in Bhind. In addition, a 600 MW battery storage solar power plant is to be set up at Morena in the future which also requires setting up a new news office at Gwalior.
- Approval of creation of 9 new posts including District and Additional Sessions Judge in Narayangadh
The Council of Ministers has approved the creation of 9 new posts including one post of District and Additional Sessions Judge at Narayangarh in Mandsaur. This will enable the regular functioning of the court there so that the cases can be resolved along with the demand of local advocates and people and common people can get easy and quick justice.
- Sanction of Rs.129 crores for running the Academy of Administration and Management
The Council of Ministers has created RCVP under the Department of General Administration. 129 Crore 12 Lakh rupees has been approved for continuous operation from 01 April 2026 to 31 March 2031 by the Sixteenth Central Finance Commission for the schemes related to the activities of Naronha Administration and Management Academy. The sanctioned amount will be used for the establishment and office expenses of the academy, mission personnel, maintenance and administration of departmental assets, construction of physical facilities for training activities in the academy premises.
- Approval of Rs.198 crore for Sankalp-Hub for Empowerment of Women, Shakti Sadan and Sakhi Niwas
The Council of Ministers has sanctioned an amount of Rs.198 crore 59 lakh for the continuous implementation of Sankalp-Hub for Empowerment of Women, Shakti Sadan and Sakhi Niwas Yojana from the year 2026-27 to 2030-31 under the Mission Shakti-Upoyojana Sankalp.
Sankalp – The objective of the Hub for Empowerment of Women scheme is to act as an entity at the grassroots level to provide access to women along with awareness of schemes and policies for their welfare and empowerment. This scheme is being implemented in all 52 districts earlier and now it will be implemented in 3 newly formed districts.
The objective of Shakti Sadan is to create a safe and empowering environment for women and give them a fresh start by rescuing women trapped in the difficult situations of illegal trade, distress. At present 14 Shakti Sadans are being run through NGOs in the state. 5 new Shakti Sadans have been approved by the Government of India.
Sakhi Niwas Yojana has been implemented to provide convenient and safe accommodation to urban/rural working women. Earlier the name of this scheme was Mahila Vishramalaya. Working women of all classes are admitted in Sakhi Niwas. Sakhi Niwas also has a provision for running a day-care center for the young children of the women employees. There are 3 Government Sakhi Niwas operating in the state.
- 982 crore sanctioned for employee welfare, pension, provident fund and insurance schemes
The Council of Ministers has approved an amount of Rs.982 crore 49 lakhs for the continuous operation of the 16th Central Finance Commission for the period from April 1, 2026 to March 2031 for the employee welfare, pension, provident fund and insurance schemes under the Department of Finance. As per the approval, the Directorate of Pension, Provident Fund and Insurance Schemes, Directorate of Pension and Employee Welfare, District Pension Office, Departmental Asset Preservation, Pensioner Welfare Fund, Interest on Government Servant Family Welfare Fund, Government Employees Group Insurance Scheme, Group Insurance Scheme with Government Employees will be administered.
- Approval of Continuation of Scheme of Bonus Payment to Farmers on Support Value Per Earnings
The Council of Ministers has approved the continuous operation of the 16th Central Finance Commission for the period from 1st April 2026 to 31st March 2031 for the payment of bonus to the farmers on the support value under the scheme of more than 500 crores under the Department of Food, Civil Supplies and Consumer Protection.
- Approval of Research in Madhya Pradesh Legal Measurement Science Rules 2011
The Council of Ministers has approved the research in the Madhya Pradesh Legal Metrology Rules, 2011. This research has been carried out with the objective of effectively implementing the research done in the Legal Metrology Act, 2009 by the Government of India through the Public Trust (Research of Provisions) Act, 2026, ensuring compliance with the recommendations made under Compliance Reduction and Deregulation and revising the verification fee of weighing instruments.
