Chief Minister Shri Vishnu Deo Sai stated that the true objective of the government’s public welfare schemes and development works is fulfilled only when their benefits reach the last person in a timely manner and their impact is clearly visible on the ground. He emphasized that unnecessary delays or negligence in the implementation of schemes would not be tolerated. Through the PARAS (Project Assessment, Review and Analysis System) portal, better coordination is being established between departments and district administrations alongside regular monitoring, enabling the timely identification and quick resolution of implementation-related issues. Chief Minister Shri Sai was addressing a state-level review meeting held via the PARAS portal at Mantralaya Mahanadi Bhawan today.
Chief Minister Shri Vishnu Deo Sai reviewed in detail the progress of key schemes, infrastructure projects, and public services across various departments. Through video conferencing, he gathered information from District Collectors regarding the ground-level status of the schemes and issued necessary directives to achieve set targets within the stipulated timeframes. Chief Minister Shri Sai stated that inter-departmental coordination is becoming increasingly vital to the functioning of the government. Many development projects require the approval, participation, or cooperation of multiple departments. Therefore, instead of working in silos, departments should adopt a coordinated approach. This will enhance project quality, eliminate unnecessary delays, and save both time and costs.
He remarked that the objective of the ‘PARAS’ portal is not merely to review the progress of schemes but also to identify and resolve the reasons hindering projects or schemes from advancing at the expected pace. Officials at all levels—from the state headquarters down to the districts—should utilize this platform as an effective tool for result-oriented administration.
- Ensure No Eligible Farmer Misses Out on AgriStack Registration
Chief Minister Shri Sai directed that 100% registration of every eligible farmer on AgriStack be ensured within the stipulated timeframe. He clarified that AgriStack should not be viewed solely in the context of paddy procurement; it is a crucial foundational system designed to provide farmers with access to various government schemes and services with greater ease, transparency, and timeliness.
The Chief Minister instructed District Collectors to launch special campaigns to complete pending tasks related to AgriStack and DCS on a priority basis. He emphasized ensuring the registration of every genuine farmer so that no eligible individual faces difficulties in selling paddy or availing benefits from other government schemes.
He urged that all necessary preparations be completed well in advance this year, drawing lessons from the practical challenges encountered during the system’s initial phase last year. He further directed that accountability be fixed if any eligible farmer is deprived of benefits due to the negligence of an officer or employee.
The Chief Minister also reviewed the district-wise progress of the digital crop survey. While directing districts lagging behind to complete the survey within the deadline, he ordered action against any officials or employees found negligent or uncooperative in this task. Ensure Prompt Delivery of Relief and Assistance to Flood-Affected Families
Chief Minister Mr. Sai conducted a detailed review of the situation arising from the recent heavy rains and floods in the state, as well as the ongoing relief operations. It was reported during the meeting that over 500 villages across 17 districts have been affected by the heavy rainfall, with the districts of the Bastar division bearing the brunt of the impact.
The Chief Minister directed the Collectors of the affected districts to expedite the survey of damages—covering loss of life, houses, livestock, grain, and other assets—and to ensure that financial assistance reaches eligible affected families as soon as possible. He emphasized that the entire process, from assessing the damage to disbursing the relief funds, must be carried out with sensitivity and promptness.
The Chief Minister called for ensuring the smooth operation of relief and health camps and emphasized the need to pay special attention to the availability of clean drinking water in the flood-affected areas. He issued instructions to chlorinate handpumps and to raise public awareness about the importance of boiling water before consumption.

The Chief Minister commended the efforts of self-help groups, Chambers of Commerce, social organizations, and representatives of various community groups who actively contributed to relief and rescue operations, and directed District Collectors to encourage such groups.
He instructed officials to assess the damage caused by floods to bridges, culverts, roads, and other public infrastructure and to submit a report to the government immediately so that repair or reconstruction work could begin without delay. He also directed that eligible affected families be provided the benefits of relevant schemes, including the Pradhan Mantri Jeevan Jyoti Bima Yojana.
- Accelerating the ‘PM Surya Ghar: Muft Bijli Yojana’
While reviewing the progress of the ‘PM Surya Ghar: Muft Bijli Yojana’ (Prime Minister’s Solar House Free Electricity Scheme), Chief Minister Shri Sai directed that its implementation be further expedited. He stated that this scheme is a significant initiative towards making families self-reliant in the energy sector and promoting clean energy.
To achieve the scheme’s targets, the Chief Minister directed officials to increase the number of vendors, encourage ‘Solar Didis,’ and make credit facilities more easily accessible to beneficiaries. He emphasized that widespread awareness and effective implementation at the district level are essential to ensure that the maximum number of eligible families can avail themselves of the subsidies provided by the Central and State governments.
He instructed District Collectors to take a personal interest in the scheme and ensure that the entire process—ranging from banking facilities and vendor selection to the installation of solar plants—is simple, transparent, and swift for the beneficiaries.
- Immediately Resolve Obstacles Hindering Pending Road and Bridge Projects
While reviewing road, bridge, and culvert construction projects under the Public Works Department, Chief Minister Shri Sai stated that improved road connectivity is directly linked to the convenience of citizens, economic activities, and regional development. He sought project-wise details regarding pending tasks and the reasons for the delays, instructing the concerned Collectors to expedite the resolution of land-related cases and other pending district-level procedures. He emphasized that approved development works should not remain pending unnecessarily due to administrative processes.
While reviewing the progress of the Pradhan Mantri Gram Sadak Yojana, the Chief Minister directed that the construction of approved roads—connecting rural areas to cities and major highways—be completed within the stipulated timeframe and with high quality. He stated that any hurdles related to permissions from the Forest Department or other agencies should be resolved on a priority basis through inter-departmental coordination.
- Priority for Basic Infrastructure in Gram Panchayats
While reviewing the ‘Viksit Bharat’ (Developed India) scheme, Chief Minister Sai directed that priority be given to essential infrastructure-related works in Gram Panchayats. It was reported during the meeting that, in accordance with earlier directives, approvals for necessary basic development works in Gram Panchayats are being granted on a priority basis.
Expressing satisfaction with the progress made in this regard, the Chief Minister stated that strengthening basic infrastructure in villages would play a crucial role in bolstering the rural economy and enhancing civic amenities. He instructed that approved works be completed on time and with quality.
- Timely Resolution of Grievances via ‘Seva Setu’ and CM Helpline
Chief Minister Sai also reviewed cases related to ‘Seva Setu’ and the CM Helpline. He remarked that the prompt and effective resolution of citizens’ problems, grievances, and applications is a key benchmark of good governance.
He directed officials to ensure that people do not have to make repeated rounds of government offices for minor services or to resolve issues. He emphasized that every case received through ‘Seva Setu’ and the CM Helpline must be reviewed seriously, ensuring a timely and satisfactory resolution.

He noted that regular reviews of major schemes, development projects, and public services are being conducted at the state level on the last Tuesday of every month via the Paras portal. The objective is not merely to track progress but to resolve bottlenecks, accelerate the implementation of schemes, and ensure official accountability.
