On Monday, in the Mahanadi Bhawan auditorium located in Nava Raipur Atal Nagar, Deputy Chief Minister Shri Vijay Sharma conducted a detailed review of the progress of assistance and facilities being provided to families affected by Naxal violence, rehabilitated youth and people affected by Maoist activities. In the meeting, he directed the officials to take timely action on various issues including providing benefits of government schemes to the affected families, connecting the rehabilitated youth with the mainstream of society, construction of memorials in honor of the martyrs and speedy resolution of pending cases.

The meeting reviewed the status of assistance and facilities being provided to Naxal-affected families and rehabilitated youth. Deputy Chief Minister Sharma inquired about the progress of providing compassionate appointments and government services to martyr families. Officials reported that 100% compassionate appointments have been provided to martyr families. Expressing satisfaction over this achievement, the Deputy Chief Minister stated that the government’s responsibility towards martyr families is a top priority and that it should be ensured that they do not face any difficulties. He also directed that the SIB dashboard be regularly updated to effectively monitor the actual and current status of Naxal-affected families, rehabilitated individuals, and assistance-related cases.

Deputy Chief Minister Shri Sharma reviewed the progress of 109 Martyr Memorials being constructed at the site of the incident or in the respective villages in memory of the soldiers and deceased civilians martyred in Maoist violence since the formation of the state. He directed that a standard design be prepared for these memorials and the construction work be completed expeditiously. He said that Martyr Memorials will not only be memorial sites but will also serve as a medium to familiarize future generations with the sacrifices of the martyrs and incidents of Naxal violence. QR codes will be installed in these memorials, which when scanned will provide detailed information related to the martyr, the incident and their contribution to the public.
- Special campaign to provide relief to people affected by Naxal violence
The Deputy Chief Minister also reviewed cases of people killed in Naxal violence since the state’s formation, where relief has not yet been provided to the affected families. He directed that all such cases be identified, a special campaign be launched, applications be received from affected people, and eligible beneficiaries be provided with government assistance and relief. He said that no eligible family affected by Naxal violence should be deprived of government assistance. To this end, pending cases should be resolved by being proactive at the grassroots level.
- Instructions for speedy resolution of cases other than serious ones
Deputy Chief Minister Mr. Sharma also reviewed cases related to rehabilitated youth. He said that, except for serious cases like UAPA and loss of life, all other cases should be taken seriously and resolved expeditiously. To this end, he directed that a team of professional lawyers, public prosecutors, and government advocates be formed to take effective action in all cases. He also called for the completion of the separation process in all cases, so that further action can be ensured according to the nature of each case and eligible rehabilitated youth do not have to face unnecessary backlogs.
- The process of naming schools, squares and buildings in honour of the martyrs will be expedited.
In order to honour the martyrs and keep their memory alive permanently, the process of naming schools, squares and government buildings was also reviewed. The Deputy Chief Minister directed the officials that where departmental permission is required for naming, the permission should be obtained immediately and the process should be taken forward and the naming should be completed as soon as possible.
- Instructions to ensure benefits in all eligible cases of compensation and incentive amount
The meeting also reviewed compensation and incentives provided to injured soldiers and civilians in cases of loss of life due to Maoist violence since the state’s formation. The Deputy Chief Minister, after reviewing all the cases, directed officials to ensure that eligible individuals receive the prescribed assistance and incentives, and that no eligible case remains pending.
- Special emphasis on health, hygiene and food arrangements in rehabilitation centres
Deputy Chief Minister Mr. Sharma also reviewed the facilities available at the rehabilitation centers. He directed that necessary and appropriate arrangements be ensured at all rehabilitation centers. He specifically called for attention to prevention of seasonal diseases, sanitation, food arrangements, and other essential amenities. He directed the collectors to conduct regular surprise inspections of rehabilitation centers, and to continuously monitor the facilities and needs of the residents, and to immediately address any deficiencies.
- Emphasis on making rehabilitated youth self-reliant by linking them with skill development
The Deputy Chief Minister directed that the remaining amount of the reward money to be given to the rehabilitated youth be paid by the end of this month. He also directed that local residents who have surrendered their weapons in other states and are returning to Chhattisgarh be linked to rehabilitation centers and provided skill development training so that they can live a respectable life by joining the mainstream of society under the rehabilitation policy. He also discussed about such rehabilitated youth who are residents of other states and want to return to their home states. He directed to coordinate with the concerned states and take necessary action to send such youth to their home states.
The Deputy Chief Minister said that the rehabilitation process should not be limited to providing assistance, but rather, providing the rehabilitated people with a respectable place in society and a sustainable livelihood is also an important part of it. He discussed with village representatives and directed them to ensure the rehabilitated people have a respectable place in society, access to all eligible government schemes, and connect them with livelihood activities.
- Priority given to development works in 50 villages of Ilvad Panchayat Yojana
The meeting also reviewed the status of development work allocations in the 50 villages selected under the Ilvad Panchayat Scheme. Deputy Chief Minister Mr. Sharma directed that development work in these villages be prioritized. He directed officials to approve and initiate development work in all selected villages, so that villagers can quickly benefit from basic amenities and development work in these areas.
- Instructions for opening the sterilization of rehabilitated youth
Deputy Chief Minister Mr. Sharma also directed necessary action regarding rehabilitated youth who had undergone sterilization. He directed the concerned officials to ensure the necessary action for the reversal of sterilization for such youth. The meeting also emphasized effective implementation of the rehabilitation policy, timely assistance to Naxal-affected families, welfare of martyr families, resolution of pending cases, and better coordination between departments to provide a respectable and self-reliant life to rehabilitated youth.
