- The Disha Committee meeting reviewed in detail the status of livelihood, housing, organic farming, sanitation, irrigation, roads and malnutrition; instructions were given to provide timely benefits of the schemes to eligible beneficiaries
MP from Bilaspur Lok Sabha constituency and Union Minister of State for Housing and Urban Affairs, Shri Tokhan Sahu, today conducted a department-wise review of various public welfare schemes and development works of the Central and State governments in the meeting of the District Development Coordination and Monitoring Committee (Disha) held in the Arpa Sabha Hall of the Collectorate of Gaurela Pendra Marwahi district. He directed the officials to ensure effective implementation of the schemes, provide the benefits of the schemes to the eligible beneficiaries on time and complete the ongoing works in a quality manner within the stipulated time frame.
While reviewing the Rural Livelihood Mission at the meeting, Mr. Sahu placed special emphasis on providing greater employment and self-employment opportunities for women associated with self-help groups. He said that effective action plans should be developed, taking into account local resources and potential, to strengthen women’s economic status and increase their income.
During the review of Pradhan Mantri Awas Yojana, he directed to complete the houses under construction soon and provide necessary assistance to the beneficiaries in house construction. Similarly, he asked to complete the pending works of individual and community toilets on priority. While reviewing the link roads being constructed under Pradhan Mantri Gram Sadak Yojana under PM Janman Yojana, he directed to resolve the obstacles coming in the way of construction quickly through departmental coordination and to ensure quality and timely construction of the roads. He clearly said that there should not be any compromise on the quality of construction works.
- Vishnubhog paddy-rice identity gets a new direction
Mr. Sahu directed the district to encourage farmers to promote organic farming. He urged concerted efforts to increase the productivity of Vishnubhog rice, the district’s distinctive rice, encourage processing, and develop a better marketing system so that farmers can reap greater benefits from their local produce.
During the cleanliness review, he directed regular garbage collection and further strengthening of sanitation systems in urban areas. He also placed special emphasis on entering accurate and up-to-date information related to the cleanliness survey on the portal.
- Special focus on irrigation, health and nutrition

Instructions were given to prioritize the repair and reconstruction of water bodies to expand irrigation facilities in the district. Mr. Sahu called for an intensive vaccination campaign to protect animals from infectious diseases, effective efforts to improve the nutritional level of malnourished children, and concrete action at the departmental level to eradicate tuberculosis and control malaria. He also placed special emphasis on making Ayushman cards for 100% of eligible people in the district.
- Instructions for 100% resolution of pending revenue cases
Union Minister of State Mr. Sahu said that most of the cases received during Good Governance Festival relate to the Revenue Department. He directed the Collector to ensure 100% resolution of all pending revenue cases, including map partition, demarcation, name transfer, and error correction, so that ordinary citizens do not have to make unnecessary rounds of offices.
While reviewing the public distribution system, he called for ensuring the uninterrupted and regular supply of food grains to fair price shops. During his review of the education department, he directed all district officials to regularly visit schools to assess student and teacher attendance, teaching-learning arrangements, and the status of midday meals. He urged special efforts to improve the district’s results in the upcoming board examinations.
Shri Sahu gave instructions to widely publicize the schemes of all departments including Fisheries and Labour Department and to benefit maximum eligible beneficiaries by connecting them with the schemes.
- The committee was apprised of the achievements of the development plans.
During the meeting, Collector Mr. Vijay Dayaram K. provided information on the development work underway in the district and the progress of various schemes. Departmental officials briefed the committee on the achievements and progress of the schemes through presentations.
It was informed at the meeting that a total of 64,174 job card-holding families are registered in the district under the VB-G Ramji Scheme. So far, 996,000 man-days have been created in the labor budget for the year 2026-27. 18,148 sisters associated with the Bihan group have been included in the Lakhpati Didi category.
Under the Pradhan Mantri Awas Yojana, 46,151 houses have been completed in the district so far. Of the 1,080 houses approved under the PM Janman Yojana in the Gaurela development block, 865 have been completed. Under the Social Assistance Program, 36,924 beneficiaries are receiving pension benefits.
- Kharif sowing completed in more than 53 thousand hectares
According to the information of the Agriculture Department, against the target of 58 thousand 693 hectares set for Kharif year 2026, sowing has been completed in 53 thousand 99 hectares area so far.
There are 839 Anganwadi centers operating in the district, where 23,993 children are enrolled. Children and pregnant women are regularly provided with nutritional supplements.
- Tap water reached more than 69 thousand houses
Under the Ayushman Bharat scheme, Ayushman cards have been issued for 316,675 people in the district so far, while cards for 24,248 people remain. Mr. Sahu directed that cards be issued for the remaining eligible people soon.
Of the 563 projects approved under the Jal Jeevan Mission, 245 have been completed. Against a target of 84,901 homes, 69,808 households have been provided with tap connections, including 55,800 functional tap connections.
There are 209 fair price shops operating in the district, and a total of 1,16,319 ration card holders. During the meeting, a department-wise review of various public welfare schemes of the central and state governments was conducted, with special emphasis on their effective implementation and ensuring that the benefits of the schemes reach eligible beneficiaries.
MLA Kota Shri Atal Shrivastava, District Panchayat President Ms. Sameera Paikra, Chairman Municipal Council Gaurela Shri Mukesh Dubey, Chairman Municipal Council Pendra Shri Rakesh Jalan, Chairman Janpad Panchayat Gaurela Shri Shivnath Baghel, Chairman Janpad Panchayat Marwahi Smt. Janaki Kushro, Chief Executive Officer of District Panchayat Shri Mukesh Raote and district officers of various departments were present in the meeting.
