- The directive reviewed the provisions of e-HMIS
Deputy Chief Minister Shri Rajendra Shukla gave a detailed review of the progress and implementation of e-HMIS in the Ministry. He directed that e-HMIS should be made a powerful digital medium for effective management of health services, so that patients get quality services on time and real time monitoring of health services at departmental level is possible. Commissioner Public Health and Medical Education Shri Dhanaraju S. Presented the current implementation of e-HMIS, progress of various modules, integration of digital services and upcoming action plan. Principal Secretary Public Health and Medical Education Shri Sukhveer Singh along with departmental officers were present in the meeting.
- Digital case history of patients is available
Deputy Chief Minister Shri Shukla directed that proper digital database and case history of each patient should be prepared in e-HMIS. Having a digital record of the patient’s previous treatment, examination, medicines and other necessary medical information will facilitate the doctors in making treatment decisions and the patient will not need to provide his past medical information again and again. He said that the digital health record should be developed in such a way that the continuity of the patient’s treatment is maintained and relevant information can be made available to the authorized doctors and health institutions as per the requirement.
- Lab services should be linked to e-HMIS
Deputy Chief Minister Shri Shukla directed to interconnect the lab services and testing procedures available in health institutions with e-HMIS. He said that the process of preparing the report after the patient’s examination should be linked to a digital system, so that the examination report is available quickly and doctors can see it immediately during the treatment. He emphasized on developing such a system to ensure the timeliness, accuracy and reliability of the examination report, so that the examination information available in various health institutions can be effectively managed through digital means.
- Real time monitoring of drug availability and stock
Deputy Chief Minister Shri Shukla directed to effectively link e-HMIS with drug distribution and stock management system to review the availability of drugs in hospitals and health institutions. He said that availability, distribution, consumption and stock status of essential medicines should be monitored regularly and in real time so that there is no shortage of essential medicines in any health institution. He directed that a digital dashboard and necessary alert based system should be made effective for monitoring the drug stock, so that the senior officials can get the necessary information on time and take immediate action as per the requirement.
- Effective means of management beyond data collection
Deputy Chief Minister Shri Shukla said that the purpose of e-HMIS should not be limited to data collection only. It should be used for planning, monitoring, analysis and better management of health services. He said that information about the real-time status of various important activities including the functioning of health institutions, services available to patients, examination, drug distribution should be obtained through digital platforms. He said that the dashboard based monitoring system should be further strengthened so that necessary instructions are available to the departmental officers on time. On the basis of available data, weak areas should be identified and corrective action should be taken, so that the quality of health services can be continuously improved.
- Emphasis on digital interconnectivity between health institutions
Deputy Chief Minister Shri Shukla said that better interconnectivity should be ensured between the various modules of e-HMIS. Availability of patient registration, treatment, examination, report, medicine and other related services data in an integrated digital system will increase transparency and vigilance in the management of health services. He directed that the technical and practical difficulties encountered in the implementation of e-HMIS should be identified and resolved in a timely manner and necessary training and technical support should be provided to the employees working in the health institutions.
- Real time monitoring will improve accountability
Deputy Chief Minister Shri Shukla said that the most important benefit of digital system is to ensure real time monitoring and accountability. Officials should be able to regularly assess the status of services based on digital information received from health institutions. This will speed up the process of identifying problems and solving them. He said that the data obtained through e-HMIS should also be used for future health plans and policy decisions, so that the data-based decision-making system can be strengthened. He said that e-HMIS should be developed as the digital backbone of the health services of the region, so that the goal of providing fast, transparent, convenient and reliable health services to patients through technology can be effectively achieved.
