Shri Sonmoni Borah, Principal Secretary of the Urban Administration and Development Department, conducted an in-depth review today of the schemes, development projects, and construction works being implemented by the Bilaspur Municipal Corporation. During a meeting held at the Bilaspur Collectorate, he directed officials to prepare a comprehensive action plan for treating the water from 70 drains (both large and small) in the city to protect the Arpa River from pollution. He instructed them to prepare a detailed Detailed Project Report (DPR) and conduct a meticulous examination of all technical aspects. Collector Shri Sanjay Agrawal, SSP Shri Rajnesh Singh, Municipal Corporation Commissioner Shri Prakash Kumar Surve, and SUDA CEO Shri Sumit Agrawal were also present at the meeting.
Principal Secretary Shri Borah sought detailed information regarding the measures being taken to prevent contaminated water from drains from entering the Arpa River. Municipal officials reported that a total of 70 drains, varying in size, discharge into the Arpa River. Addressing the meeting, the Principal Secretary emphasized the need for effective and long-term solutions to prevent polluted water from these drains from flowing directly into the river. He directed that a system be developed to ensure drain water undergoes proper treatment before being discharged into the river. While instructing the preparation of the DPR, he stated that a concrete action plan for treatment—tailored to specific needs—should be formulated after assessing the condition and water volume of each drain. He advised that all aspects, including technical feasibility, future requirements, and long-term impacts, be evaluated during the planning process. He remarked that the future belongs to water resources; therefore, special attention must be paid to the cleanliness and conservation of surface water sources.
- Sustained Improvements Seen in City Cleanliness and Traffic Management

The Principal Secretary reviewed the city’s cleanliness and traffic management systems. He emphasized the need to sustain the ongoing efforts towards cleanliness. He directed that, alongside raising public awareness about hygiene, systems should be developed to continuously improve the city’s cleanliness standards. He also instructed the concerned departments to work in coordination to streamline traffic management.
He sought detailed information on the progress of centrally and state-sponsored schemes being implemented by urban local bodies. He directed that priority be given to completing projects under the Pradhan Mantri Awas Yojana (Urban). He stressed that there should be no compromise on the quality of development works and that all approved projects must be completed within the stipulated timeframes. Emphasizing the long-term utility of projects related to urban services, he also asked officials to explore the feasibility of solar energy-based projects where appropriate.
During the meeting, the Principal Secretary also reviewed the progress of the ‘Nalanda’ Education Hub complex, which is currently under construction. Officials informed him that the Nalanda complex, designed with a seating capacity of 500 people, is being developed as a modern educational center. Work on the first-floor slab has been completed, and approximately 50 percent of the work on the second-floor slab is finished. The Principal Secretary instructed officials to ensure the quality of construction and complete the project within the set deadline.
Mr. Bora also reviewed works related to the Chief Minister’s Nagarotthan Yojana and urban infrastructure. Officials reported that a total of 542 infrastructure-related projects have been sanctioned for Bilaspur. Of these, 334 projects have been completed, 182 are in progress, and 26 have not yet commenced. The Principal Secretary directed officials to accelerate the ongoing projects while paying special attention to quality and adherence to timelines. Inspection of the Command and Control Center
Following the review meeting, Principal Secretary Mr. Sonmani Borah inspected the Command and Control Center located at Tarbahar, accompanied by Collector Mr. Sanjay Agrawal, SSP Mr. Rajnesh Singh, and Municipal Commissioner Prakash Kumar Surve. During the visit, he examined the entire functioning and operations of the ITMS. Describing the Command and Control Center as a valuable asset, Mr. Borah issued instructions to formulate an action plan to further strengthen the city’s traffic and security arrangements and to enhance the overall system.
