- Deputy Chief Minister Mr. Shukla virtually reviewed the health systems in Balaghat district.
Deputy Chief Minister Shri Rajendra Shukla made a detailed review of the health services and health arrangements in Balaghat district through video conferencing from the residence office Bhopal. Deputy Chief Minister Shri Shukla said that the entire area of Balaghat has to be effectively covered with health services. No deserving person should be deprived of health facilities and the health system should be made strong and accountable at every level. In the meeting Principal Secretary Public Health and Medical Education Shri Sukhveer Singh, Commissioner Shri Dhanaraju S, MD NHM Dr. Saloni Sidana, Balaghat Collector Shri Kumar Satyam through Video Conferencing, Health Department Officer and other concerned departmental officers were present.
Deputy Chief Minister Shri Shukla said that all necessary resources are being made available to ensure effective access to health services in every area of Balaghat district. Resources will be made available as per requirement for strengthening of health infrastructure. He directed the officials to further improve the availability and accessibility of health facilities by bringing the entire area under the ambit of health services including the remote and rural areas of the district.
- Ensure 100 % immunization and timely registration of pregnant women
Deputy Chief Minister Shri Shukla said that Balaghat has been freed from Naxal influence. Special efforts should be made to make local residents aware of health services and various health schemes in such areas. 100% immunization should be ensured by linking local people with health awareness campaign. He directed to pay special attention to registration of pregnant women. He said that it should be ensured that every pregnant woman is registered on time and all ANCs are on time. Pregnant women with high risk pregnancy (HRP) should be identified on time and followed up regularly and should be provided treatment and delivery facilities in higher health institutions as per requirement.
- Ensure advance preparation for institutional delivery
Deputy Chief Minister Shri Shukla said that hundred percent institutional delivery should be ensured. Pregnant women who are likely to be at risk during delivery should be admitted to the health institution on time and ensure necessary monitoring and treatment. He directed to make the system of birth waiting home effective for the remote areas, so that the HRP marked pregnant women can have access to advanced health services at the time of delivery.
- Appointment of 67 new Medical Officers
Deputy Chief Minister Shri Shukla said that 67 new medical officers have been posted in Balaghat district as per the requirement and demand. He directed the officials to ensure continuous availability of health services in every sector while making effective use of available human resources. He said that field presence of doctors and health officials is necessary to make health services more effective. Health officers visit the areas regularly and review the functioning of the field staff.
- Encourage field staff, incentives should be distributed on time
Deputy Chief Minister Mr. Shukla said that the field staff has an important role in the success of health services. Continuous guidance and encouragement should be given to outdoor health workers by the authorities. Timely disbursement of the prescribed incentives should be ensured along with encouraging their work. He said that the officials of the health department should visit the field areas regularly, understand the problems of the employees and motivate them for better work.
- Utilize locally available resources as needed
Deputy Chief Minister Mr. Shukla said that untied funds have been made available as per requirement to meet local needs in the district. It can be used for emergency needs at local level. It should be used as per rules especially for necessary transport, emergency medicines, equipment and other essential health services. He said that the health services in any area should not be affected and the available resources should be used effectively to meet the urgent needs faced at the local level.
- Pay special attention to timely treatment of children affected by congenital diseases
Deputy Chief Minister Shri Shukla directed that special attention should be paid to the identification and treatment of children affected by congenital diseases. Children affected by congenital heart disease, cleft lip, club foot etc. problems should be identified and their necessary surgery and treatment should be done on time. He said that necessary surgery and treatment facilities are available free of cost to eligible children under RBSK. Therefore, the whole process of identification, referral and treatment of such children should be made effective so that no child is deprived of necessary treatment.
- Also use alternative systems for vaccination
Deputy Chief Minister Shri Shukla said that where there is difficulty in achieving 100% coverage through regular vaccination system, systems like hired vaccinators and Alternate Vaccine Delivery (AVD) should be encouraged as per requirement. Target of vaccination should be achieved by making special strategy in remote and hard to reach areas. He directed the officials to launch a special campaign to identify children exempted from vaccination and ensure 100 percent vaccination.
- Motivate Panchayats for Suman Panchayat
Deputy Chief Minister Shri Shukla said that the health services at the panchayat level should be strengthened through public participation. Inspire Panchayats to become Suman Panchayats and actively involve local public representatives and citizens in raising awareness of health services. He said that access to health services can be made more effective not only through departmental efforts, but through the active partnership of local communities. Therefore, local people should be made part of the health awareness campaign.
- Speed up the cleanliness drive
- Resources in health services will not be reduced
Deputy Chief Minister Shri Shukla pointed out the direct relationship between health and cleanliness and directed to conduct a special cleanliness campaign in the area. He said that with the participation of panchayats, local organizations and citizens, cleanliness should be given the form of public campaign. He said that to make the health system foolproof , it is necessary to work together on all aspects of disease prevention, timely detection, treatment, vaccination, maternal and child health and hygiene.
Deputy Chief Minister Mr. Shukla said that resources needed to strengthen health services will not be allowed to decrease. He said that according to the requirement of the district, necessary support will be given from the government level to provide human resources, medicines, equipment, transport and other necessary facilities. He directed the officials to ensure access to health services to every deserving person while making effective use of available resources.

Deputy Chief Minister Shri Rajendra Shukla said that all necessary resources will be made available for strengthening health services in Balaghat. He said that Rs 2 crore has been sanctioned for strengthening the existing health institutions. Along with this, instructions have been given for the approval of 2 new PHCs, 1 SHC and 2 MMUs. Other requirements will also be fulfilled on priority basis. Deputy Chief Minister Shri Shukla said that drinking water and child nutrition services should be strengthened through inter-departmental coordination. Regular follow-up of children and beneficiaries should be ensured along with strengthening of Anganwadi centers. Asha and ANM posts will also be sanctioned as per requirement.
