Ensuring that the benefits of industrial development in Chhattisgarh reach the state’s youth in the form of employment and economic opportunities is among the top priorities of the state government. With this objective, the new industrial development policy provides special incentives to labor-intensive industries—those capable of generating a large number of jobs with relatively lower capital investment. The state government’s goal is not merely to attract investment, but to leverage it as a catalyst for employment, strengthening the local economy, and fostering the state’s prosperity. Chief Minister Shri Vishnu Deo Sai stated this while addressing the groundbreaking ceremony for the proposed new industrial unit of Yash Fans and Appliances Limited in Naya Raipur today.

Chief Minister Shri Vishnu Deo Sai remarked that the new unit of Yash Fans and Appliances Limited marks a significant milestone in Chhattisgarh’s industrial development journey. The project entails an investment of over Rs 150 crore and is set to provide direct employment to more than 3,500 individuals. The unit will manufacture products for various reputed companies. The Chief Minister stated that the most significant feature of this project is the large-scale creation of employment. Our government aims to foster the establishment of industries in Chhattisgarh that provide better local job opportunities for the state’s youth and women. When young people secure employment within their own state—aligned with their skills and capabilities—their families become economically empowered, and the local economy gains new momentum.

During the event, Chief Minister Shri Sai presented appointment letters to the newly selected youth and wished them a bright future. He remarked that placing appointment letters in the hands of young people is the most meaningful achievement of any industrial investment. A job does not merely make an individual self-reliant; it brings economic security and renewed hope to an entire family. The Chief Minister commended the Yash Group for their initiative in creating extensive employment opportunities for the youth.

Chief Minister Shri Sai noted that Chhattisgarh is moving rapidly to play a pivotal role in Prime Minister Shri Narendra Modi’s vision of a ‘Viksit Bharat 2047’ (Developed India 2047). Efforts are underway simultaneously across industrial development, job creation, skill enhancement, and the expansion of modern infrastructure to build a ‘Viksit Chhattisgarh’ (Developed Chhattisgarh). The government is consistently working to establish Chhattisgarh as a premier industrial and investment hub in the country by leveraging its natural resources, energy, skilled human capital, and superior connectivity.

He mentioned that the state government’s new Industrial Development Policy (2024–2030) includes special incentives for industries that generate employment. In drafting this policy, particular emphasis was placed on ensuring that incoming investments create maximum job opportunities for local youth. Investments are being encouraged in sectors such as textiles, food processing, electronics, pharmaceuticals, and other labor-intensive industries.

The Chief Minister added that, alongside fostering a favorable investment climate, the processes for establishing and operating industries are being simplified. Continuous reforms have been implemented to spare entrepreneurs from unnecessary procedures and complex bureaucratic hurdles. As part of reforms aimed at fostering public trust, a special initiative has been undertaken to decriminalize 279 provisions. The processes for obtaining various permits and approvals are being simplified and made time-bound, ensuring that investment proposals can be implemented rapidly, thereby accelerating the commencement of production and job creation.

Chief Minister Shri Sai stated that Chhattisgarh’s new industrial development policy has received an encouraging response from investors, both within the country and abroad. The state has received investment proposals exceeding ₹8.5 lakh crore. The government’s primary focus is now on the swift, on-ground implementation of these proposals. Investors are being provided with the necessary support at every stage—from the establishment of their projects to their operational phase.

He noted that new avenues for industrial development are emerging in Chhattisgarh. The government’s priority is to ensure that industrialization is not confined to a few select areas but extends across all regions of the state. Developing industries based on local resources will strengthen regional economies and provide the youth with better employment and self-employment opportunities within their own regions.Chief Minister Shri Sai expressed confidence that this new unit of the Yash Group would accelerate industrial activities in Naya Raipur and its surrounding areas, while also creating new employment opportunities. Assuring the company’s management of full support from the state government, he stated that the relevant departments would ensure the necessary coordination and cooperation to facilitate the timely completion of the project and the early commencement of production.

Finance Minister Shri O.P. Choudhary noted that under the leadership of Chief Minister Shri Vishnu Deo Sai, there has been a significant shift in the philosophy behind Chhattisgarh’s industrial policy. Investments are now evaluated not merely by the capital amount, but also by the employment opportunities they generate. Historically, the state was dominated by industries that required high capital investment but created relatively few jobs. To address this, the new industrial policy prioritizes labor-intensive industries that offer greater employment potential.

He cited the proposed unit of ‘Yash Fans and Appliances’ as an example of this approach. An investment of approximately ₹150 crore, which is set to create direct employment for over 3,500 people, reflects a new direction for the state’s industrial development. Our objective is to ensure that the direct benefits of industrial investment reach the youth of Chhattisgarh.

Shri Choudhary mentioned that, under the directives of Chief Minister Shri Sai, the Finance and Industries departments have collaboratively formulated the ‘Industrial Development Policy 2024–2030.’ This policy provides special incentives for employment-generating industries and is aligned with the central government’s employment promotion schemes. Furthermore, the budgetary provision for industrial subsidies has been increased from approximately ₹200 crore to over ₹1,000 crore.

He added that the state government’s first budget, under the leadership of Chief Minister Shri Sai, was dedicated to ‘GYAN’—focusing on the welfare of the poor (Garib), youth (Yuva), farmers (Annadata), and women (Nari). The second budget, meanwhile, focused on ‘Gati’ (momentum), aiming to accelerate good governance, infrastructure development, technology adoption, and industrial growth. Resources generated from economic development will be utilized to further strengthen public welfare schemes. The government’s objective is to provide a sustainable foundation for public welfare through industrial and economic progress.
