- Directed to deliver services till the end by making a coordinated action plan between the departments
Deputy Chief Minister Shri Rajendra Shukla directed to prepare a coordinated and result based action plan between the departments to make the access, availability and delivery system of health services more effective in Balaghat district. He said that keeping in mind the geographical and remote conditions of Balaghat, the planning of health services and human resources should be determined according to the actual requirements and conditions of the area. In the meeting, Principal Secretary Public Health and Medical Education Mr. Sukhveer Singh, Secretary Women and Child Development Mrs. G.V. Rashmi, Commissioner Public Health and Medical Education Mr. Dhanaraju S., Mission Director NHM Dr. Saloni Sidana along with senior officers of Public Health Engineering Department and concerned departmental officers were present.
- Human resources as per actual requirement in remote areas
Deputy Chief Minister Mr. Shukla said that the requirement of human resources should be assessed to ensure the availability of health services in the remote and geographically difficult areas of Balaghat. Where additional clinical and field staff are required at the level, human resource arrangements should be made accordingly. He directed that the availability of human resources should be reviewed not only on the basis of the number of accepted posts but also keeping in mind the population, geographical distance, condition of health facilities, area reach and actual service requirement.
- Emphasis on making the role of Asha and field workers more effective
Deputy Chief Minister Shri Shukla directed to increase the availability and efficiency of Asha workers and other field health workers. He said that field workers play an important role in ensuring the ultimate reach of health services in remote areas. He directed to assess the availability of Asha workers, Anganwadi and other related field workers in each area and strengthen the system as per requirement. Regular monitoring of identification of eligible beneficiaries, linkage to health services, follow-up and availability of essential services should be done through field staff.
- Pro-active approach for 100-percent service delivery
Deputy Chief Minister Shri Shukla said that there is a need to adopt a pro-active approach in health services. Don’t just wait for the patient to reach the health facility, but identify the potential health needs in advance and provide the necessary services in time. He said that system of sector wise mapping, field follow up and regular monitoring should be strengthened to ensure access of health services to every eligible beneficiary. Clear responsibility should be assigned at the departmental level to ensure that no area, village or beneficiary is deprived of essential health services.
- Integrated strengthening of health, nutrition and drinking water services
Deputy Chief Minister Shri Shukla said that effective coordination between Health Department along with Women and Child Development and Public Health Engineering Department is necessary for better results in health services. Health and nutrition services related to children, pregnant women and other vulnerable groups should be coordinated with basic services like drinking water and sanitation. He directed that a joint action plan should be prepared based on the actual problems of the tax sector to ensure better convergence between departmental schemes and services.
- Joint regular meetings of Nutrition Committee and Health Committee
Deputy Chief Minister Shri Shukla directed to organize regular meetings of Nutrition Committee and Health Committee. He said that in these meetings, the services of health, nutrition, drinking water and related departments should be reviewed together and a clear action plan and time frame should be fixed to resolve the identified deficiencies. He said that follow-up monitoring of the decisions taken in the meeting should also be ensured. Review the sector-wise progress and work with special strategies in areas where access and delivery of services is low. He directed to prepare micro planning for remote and hard to reach areas of Balaghat. He said that instead of making plans considering all the geographical conditions of the district as the same, different strategies should be prepared according to the needs of the area. He directed the officials to regularly assess the availability of health services in remote areas, access of field staff, institutional services, referral system and the status of necessary resources. Additional efforts should be made to eliminate the gap in the availability of services as per the requirement. In the meeting, the officials gave information on the current status of health services in Balaghat district, availability of human resources, field staff, convergence of health and nutrition services and departmental coordination. Deputy Chief Minister Shri Shukla gave necessary directions for solving the identified deficiencies and effective implementation of the upcoming action plan.
