 From surrender to rehabilitation – Pawan Kumar renounces violence and starts a new life

The Chhattisgarh government’s Maoist Surrender, Victim Relief and Rehabilitation Policy-2025 is giving a new lease of life to Naxalites who have relinquished violence and joined the mainstream. The Chhattisgarh government is realizing the dream of a Naxal-free Bastar by providing Maoist surrenders with assistance of up to ₹5 lakh, skill training, and a dignified life. Mr. Pawan Kumar of Chingnar, Suder Panchayat, Farasgaon, Kondagaon district, has seen a positive change in his life after receiving a permanent house under the rehabilitation policy.
      Chingnar, a remote village panchayat in Farasgaon, Kondagaon district, located approximately 45 kilometers from the headquarters, was once a place of fear and insecurity due to the influence of Maoism. Now, under the state government’s rehabilitation policy, peace and development are being established in these areas. Mr. Pawan Kumar, a resident of this village, has seen a positive change in his life after receiving a permanent house under the rehabilitation policy. Pawan Kumar was previously associated with a Maoist organization. During that period, his life was insecure and full of hardships. His family was forced to live in a hut and a dilapidated mud house on the edge of the forest, with neither adequate amenities nor any hope for a secure future.
       Over time, he realized that the path of violence only leads to destruction. Inspired by the government’s surrender and rehabilitation policy, he made the bold decision to break away from the Maoist organization and return to mainstream society. This decision proved to be a turning point in his life.
       After surrendering, the district administration approved a house for him in the year 2024-25 under the Special Housing Project (Surrendered Families) Pradhan Mantri Awas Yojana Gramin. With the government’s assistance, he was provided financial assistance in a phased manner: 40,000 rupees as the first installment, 55,000 rupees as the second installment, and 25,000 rupees as the final installment. He was also provided with 90 days’ wages under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGA). By properly utilizing all these assistance funds and schemes, Pawan Kumar completed his permanent house within the stipulated time. This house is not just a shelter, but a strong foundation for his new life. Now his family lives in a safe environment and is confident about the future.
      The government has also provided basic amenities like electricity, cooking gas, a toilet, and tap water. These amenities have significantly improved his standard of living and given him the opportunity to live a dignified life. Today, Pawan Kumar lives a peaceful, safe, and happy life with his family. He is moving forward with new hopes for a better future. He expressed his gratitude for this initiative of the government and administration and thanked the Prime Minister and Chief Minister.
