Chhattisgarh Governor Shri Ramen Deka has expressed deep concern over the illegal and haphazard sand mining in the state’s rivers and major streams. He has issued strict instructions for an immediate and effective ban on this activity to protect the environment and water resources. The Governor clarified that sand is an essential mineral for the state’s development and infrastructure construction, but its uncontrolled and indiscriminate exploitation is causing serious environmental damage.
In a high-level meeting held at Lok Bhavan, the Governor discussed this sensitive issue in detail with Shri P. Dayanand, Secretary of the Mineral Department, and directed him to ensure strict action. He directed that sand mining in the state should be carried out in a completely scientific, planned, and systematic manner, so that an ideal balance is maintained between the pace of development and environmental protection.
“Uncontrolled mining threatens the environment and groundwater levels,”
the Governor said, highlighting the adverse effects of illegal mining, stating that the indiscriminate mining is completely affecting the natural beauty of rivers. Excessive excavation of river beds is reducing their water holding capacity, which has a direct adverse impact on groundwater levels. The problem of rapid river bank erosion is increasing. Additionally, traditional water sources in many rural areas are drying up, threatening the existence of aquatic biodiversity. He emphasized that it is now imperative to take long-term and effective steps to maintain the water capacity of rivers and large streams and improve groundwater levels.
“Scientific surveys will be conducted by prestigious institutions like IITs.”
Speaking on the future action plan, Governor Deka directed that a thorough scientific study of areas affected by sand mining be conducted. Expert institutions should be involved as needed. He suggested that the assistance of prestigious institutions like the Indian Institute of Technology (IIT) be sought for accurate assessment, technical studies, and surveys of mining.
“Instructions for transparent systems and strict monitoring”
The Governor stated that sand is essential for construction purposes, but its extraction should be done within prescribed regulations and scientific standards. He directed the Minerals Department to maintain strict 24-hour surveillance on illegal mining and transportation. The entire mining system should be made more transparent and efficient, prioritizing the conservation of natural resources.
