Chhattisgarh, known for its rich cultural heritage, dense forests, and mineral wealth, is today emerging with a new identity: a knowledge-based, progressive state. In the 21st-century global economy, societies that possess cutting-edge knowledge, technological skills, and the power of innovation will succeed. With this vision, the state government, under the leadership of Chief Minister Vishnu Deo Sai, has launched the “Center of Excellence Scheme.” This initiative aspires to transform the traditional higher education model and transform colleges into modern launchpads for youth.
- The gap between skills and employability
Higher education in Chhattisgarh has often been limited to theoretical knowledge. As a result, young people received degrees, but a gap existed between the changing technological demands of industry—such as artificial intelligence, digital skills, and data analytics—and actual skills. Bright students, especially from forest and rural areas, were left behind due to a lack of modern resources, laboratories, and global guidance. Following the guidelines of the National Education Policy (NEP) 2020, the government has decided to address this gap and establish multicultural, research-oriented institutions.
This plan is not just a promise—it is backed by concrete budgetary provisions and a phased roadmap. Thirty-six major colleges in the state with enrollments of more than 3,000 will be upgraded as “Centers of Excellence.” In the initial phase, 25 colleges have been allocated ₹3 crore per college, and in the next phase, special financial provisions of up to ₹15 crore have been made for major colleges. Additionally, initiatives like the ‘State Research and Innovation Scheme’ will provide financial and administrative support to faculty and students for research of global standards.
- Five-Pillar Architecture: Five Pillars of Education
These Centres of Excellence will not just be physical facilities; their functional elements will be based on five key pillars, providing world-class opportunities to students.
- State-of-the-art laboratories
International-standard lab facilities will be provided in science, computer science, technology, and agriculture subjects, ensuring “learning by doing” along with theory. Digital Learning Center: High-speed internet, smart classrooms, and e-library will enable students in remote and forest areas to access global knowledge sources. Research and Innovation Lab: Research will be encouraged to find solutions to regional challenges such as local agriculture, tribal arts, herbal medicine, and mining, so that “local” research can gain “global” recognition.

Students will be made market-ready through coding, IT skills, entrepreneurship and startup incubation cells.
- Career and Placement Guidance
In-house counselling, campus placements and structured guidance for preparation of competitive exams (like UPSC, CGPSC, Banking) will be available.
- Ground Impact: How will the benefits be delivered?
This scheme is not based on individual scholarships or loans, but rather on institutional empowerment. Regular students of selected Centers of Excellence will be able to avail these facilities without any additional fees. There will be a comprehensive subsequent registration system for skill development, research, and incubation programs, which has been kept simple and transparent so that students from rural and remote areas are not entangled in paperwork.
- Curbing brain drain and economic empowerment
When national-level facilities and a global-standard learning environment are available in students’ own districts, migration to distant metropolitan cities will decrease. This will inspire young people to start new entrepreneurial activities locally and create new jobs, leading Chhattisgarh’s economy to transition from “local to global.”

Chief Minister Vishnu Dev Sai’s message is clear: Chhattisgarh’s youth are talented; if they are given the right opportunities and modern resources, they will not only find jobs but also create new ones by opening new enterprises. ‘Centers of Excellence Scheme’ marks a decisive milestone in Chhattisgarh’s educational history. It is a concrete step towards transforming the state from its traditional ‘consumer’ identity to a ‘knowledge state’. In the coming years, the trained youth graduating from these centers will not only leave with paper certificates; they will also possess modern skills, a desire for innovation, and a sense of self-reliance.
