- Chief Secretary Shri Jain gave instructions in Collector Conference
Chief Secretary Mr. Anurag Jain stated that the state government’s top priority is ensuring smooth wheat procurement at the support price and providing all basic amenities to farmers. He stated that Chief Minister Dr. Mohan Yadav is committed to the welfare of farmers and can conduct surprise inspections of any procurement center in any district of the state at any time. Chief Minister Dr. Yadav emphasized that there should be no irregularities at any center. Chief Secretary Mr. Jain also directed the collectors to ensure smooth and uninterrupted drinking water supply in all urban and rural settlements. Chief Secretary Mr. Jain issued these instructions during a district review meeting at the Secretariat on Wednesday. The meeting reviewed the progress of various departments, including law and order, education, health, rural development, tribal affairs, and revenue. Senior officials, including Director General of Police Mr. Kailash Makwana, were present. Collectors, Commissioners, and Superintendents of Police joined the meeting via video conference.
Chief Secretary Mr. Jain directed the collectors to resolve the cases of Public Service Guarantee seriously and ensure that the cases do not go beyond the time limit. He said that if the citizens get the benefit under Public Service Guarantee then they do not complain in the CM Helpline. He directed that the collectors should do weekly review so that in the next meeting the cases beyond the time limit are almost zero. Chief Secretary Mr. Jain directed to continuously monitor the house census work under the census work in the state and to complete the house census work within the time limit.
During the meeting, Chief Secretary Jain asked the collectors to appoint officers in charge at wheat procurement centers and provide basic amenities to farmers. He directed that the number of weighing scales at the centers be increased as needed. Chief Secretary Jain urged collectors to ensure necessary arrangements in view of the extension of the slot booking date and the increase in the procurement quantity from 7.8 million metric tons to 100,000 metric tons. He urged the collectors of districts with procurement centers bordering other states to maintain strict vigilance to ensure that produce from other states is not procured. Additional Chief Secretary Rashmi Arun Shami stated that approximately 2.2 million tons of wheat has been procured at the support price so far, and that problems with slot booking in areas where there were problems have been resolved.
Chief Secretary Mr. Jain has directed the Collectors and DFOs to hold a joint meeting on demarcation matters of revenue and forest land and verify such cases in which there is no dispute of forest land and upload the map on the Gati Shakti portal. While reviewing the construction of Narmada Parikrama Path and Panchkoshi Yatra Path in the districts connected to the Narmada River, as well as the plantation work on the banks of Narmada, the Chief Secretary directed that the objective of the State Government is to purify the Narmada River and ensure convenience to the Parikrama residents.
While reviewing the work of the Rural Development Department, Chief Secretary Mr. Jain reviewed the implementation of the Vrindavan Village Scheme. He directed the collectors to prepare a five-year vision document in the Gram Sabha, incorporating activities such as advanced agriculture, food processing, and dairy production, to strengthen the rural economy and increase villagers’ incomes. Chief Secretary Mr. Jain stated that Chief Minister Dr. Yadav is serious about this matter. He has also asked them to explore new sources of revenue generation at the Gram Panchayat level. He informed the collectors that the Gram Panchayat will maintain and operate the water supply system in the village, and that a maintenance advisory has been issued along with rules and regulations to ensure that there are no inconveniences in the field. Chief Secretary Mr. Jain stated that it is the responsibility of the collectors to ensure that all tap water schemes run smoothly.
During his review of the Tribal Affairs Department, Chief Secretary Mr. Jain directed the government to further accelerate rural housing construction under the PM Jan Man Yojana and Dharti Aaba Tribal Village Utkarsh Abhiyan. He also reviewed the status of construction of hostels, ashrams, school buildings, and tribal multi-purpose marketing centers. He directed that collectors conduct random inspections along with continuous monitoring of the work.
Chief Secretary Mr. Jain, while reviewing the School Education Department, expressed satisfaction over the admission in class one and re-admission of school dropout children. Till now 87 percent enrollment and admission has taken place. Chief Secretary Mr. Jain directed to ensure 100 percent enrollment of children. He has given instructions to operate Anganwadi centers for children of 3 to 6 years on the land situated at the local government school. In the meeting, information was given about construction of toilets in all girls’ schools. Chief Secretary Mr. Jain directed to ensure participation and contribution of the general public in the schools.
While reviewing the work of the Health Department, Chief Secretary Mr. Jain directed the Collectors to review health services twice a month. Along with reducing maternal and infant mortality rates, work should be done with utmost seriousness in national health programs like tuberculosis control and sickle cell anemia control. He has instructed to be especially vigilant in cases of malnourished children. Chief Secretary Mr. Jain has instructed to take special interest in the nutrition campaign to be organized from 11th to 21st May. He has asked the Collectors to maintain better coordination between the Health and Women and Child Development Departments. Chief Secretary Mr. Jain also reviewed the Ayushman Bharat Scheme and various construction works of the Health Department.
DGP Mr. Makwana reviewed the law and order situation and directed the Superintendents of Police to conduct joint visits with the Collectors. He said that concrete and strict action should be taken to make the state drug-free as per the vision of the Government of India. Chief Secretary Mr. Jain directed to hold regular meetings of NCORD and take action under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, as well as provide timely relief funds to the victims. The preparation of zonal plans for sensitive areas was also reviewed in the meeting.
Chief Secretary Mr. Jain, while mentioning the better work being done on road safety and the decrease in death figures, directed the SPs and Collectors that the number of deaths in road accidents can be reduced by better implementation of PM Relief Scheme and Rahveer Scheme. He directed to run a campaign to stop the operation of uninsured vehicles and to ensure compliance with traffic rules. Chief Secretary Mr. Jain also reviewed the work being done in Madhya Pradesh under the Gyan Bharatam Mission Manuscript Survey work.
