 ‘Unused government lands in Chhattisgarh will be rejuvenated – a redevelopment action plan will be prepared’

  • “Vacant lands of departments, corporations and boards will be systematically developed, a digital land bank will be created.”

The Chhattisgarh government has decided to prepare a comprehensive redevelopment action plan for the systematic development and optimal utilization of unused and vacant land owned by government departments, corporations, companies, and boards in various districts of the state. The Housing and Environment Department has been designated as the nodal agency for implementing this plan.

         A high-level review meeting regarding this important project was held today at the Secretariat (Mahanadi Bhawan) under the chairmanship of Chief Secretary Shri Vikassheel. During the meeting, the Chief Secretary sought detailed information from senior officials from various departments and district collectors regarding the identified lands. Chief Secretary Shri Vikassheel stated that currently, unused government lands are neither generating any income for the government nor benefiting the public. This redevelopment plan will not only provide planned development to cities but will also increase the value of government assets manifold.
“Digital Land Bank and GIS Mapping to Monitor”
         The meeting decided to identify government lands that have been vacant for years or are at risk of encroachment and utilize them optimally for commercial and public benefit. A central digital land bank of all vacant lands under government departments will be created. Through mapping, the exact location, area, and current status of each plot will be recorded online through GIS mapping. Residential schemes, commercial complexes, parking and new government offices will be built on vacant lands located at prime locations in cities. Public Private Partnership model will be adopted for the development of large lands, which will also generate revenue for the government. ‘Development of Rural Areas’
         Agriculture, horticulture, modern warehouses or Skill Development Centres will be proposed on the lands of rural areas. Public Private Partnership model will be adopted for the planned development of large lands, which will generate additional revenue for the government.

Under the “Demolition of dilapidated buildings and reconstruction, strict security measures”
         plan, government buildings and complexes will be identified that are in complete disrepair and are not financially viable to repair. Old structures will be demolished in these locations and new, modern constructions will be built for other government departments or their undertakings, tailored to urban needs. For security purposes, the identified lands will be immediately fenced and government ownership boards will be installed. The Revenue and Police Departments will jointly monitor these lands to prevent illegal encroachment.
          This important meeting was attended by Principal Secretary of the Law Department, Mrs. Sushma Sawant, Secretary of the Finance Department, Dr. Rohit Yadav, Secretary of the Housing and Environment Department, Mr. Ankit Anand, Secretary of the Chief Minister and Public Works Department, Mr. Mukesh Kumar Bansal, CEO of the NRDA, Mr. Chandan Kumar, senior officials from various departments, and all Divisional Commissioners and Collectors via video conferencing.
