- MoU signed for installation of solar rooftop plants on the roofs of government buildings in the Ministry
New and Renewable Energy Minister Shri Rakesh Shukla has said that under the guidance of Prime Minister Shri Narendra Modi and the leadership of Chief Minister Dr. Mohan Yadav, remarkable work is being done in the state in the field of renewable energy. The state will soon become the leading state in the country in the field of solar energy production. Minister Shri Shukla directed the developer units of RESCO to complete better quality work within the stipulated time frame. In the presence of Minister Shri Shukla, on Wednesday in the ministry, power purchase agreements (MoUs) were signed between government institutions and RESCO developer units for installing solar rooftop plants through RESCO method on the roofs of government buildings in the state under the “Pradhan Mantri Surya Ghar: Free Electricity Scheme”.
Minister Shri Shukla informed that various works will be carried out under the power purchase agreement signed between government institutions and RESCO developer units for setting up solar rooftop plants in government buildings of Police, Public Health and Family Welfare and Jail Department. Solar rooftop plants of 185 kilowatt capacity will be installed in Special Branch Police Training Centre, Shyamala Hills (Huzoor) of Police Department, 100 kilowatt in District Hospital Bairagarh under Public Health and Family Welfare Department and 370 kilowatt in New Central Jail under Jail Department in RESCO mode. Minister Shri Shukla informed that for these projects, power purchase agreements have been signed between Madhya Pradesh Urja Vikas Nigam, Horizon RESCO Energy Private Limited and the concerned beneficiary institutions.
The power purchase contracts were signed by Deputy Superintendent of Police Mr. Amitabh Srivastava on behalf of the Police Department, Chief Health Officer Mr. J.K. Jain on behalf of the Health Department and Jail Superintendent Mr. Rakesh Kumar on behalf of the Jail Department.
Under the RESCO system, the plant is installed, operated, and maintained entirely by the RESCO developer. During this period, the plant’s warranty also remains with the developer. A key feature of this model is that the government incurs no initial investment in establishing the plant. Government offices are paid a fixed rate per unit for the energy they use. In Bhopal district, this rate is ₹3.78 per unit.
Zero investment, savings from day one
Minister Shukla informed that government institutions will be able to realize the concept of “zero investment, savings from day one and progress towards net-zero.” The plant installation work is being carried out by RESCO developer units selected through a tender process. Madhya Pradesh Urja Vikas Nigam Limited had issued district-wise tenders for approximately 1300 government buildings with a capacity of 48 MW for 55 districts on the lines of “One District-One RESCO” to cover the state’s government buildings with solar energy in RESCO mode. In this process, 13 developers have been successfully selected and work orders have been issued for 47 districts.
Minister Shukla stated that the lowest rates obtained in the tender process were ₹3.40 per unit for Indore district, ₹3.49 per unit for Gwalior district, ₹3.78 per unit for Bhopal district, ₹3.97 per unit for Ujjain district, and the highest rate was ₹4.01 per unit. With the effective and efficient implementation of this scheme, the state will undoubtedly establish itself among the leading states in the country in the field of solar energy.
