will establish a cyber security research center in the state
. Yadav inaugurated a workshop on “Strengthening Cyber Security Framework for State Data”.
Chief Minister Dr. Mohan Yadav said that the most valuable asset today is data. Digital security is time ki mang hai. Security of data is as important as security of nation’s borders. In the last few years, not only the country but also the entire world, the nature of cyber technology and its related challenges is changing rapidly. Every day new dimensions of it are emerging. Crime patterns are also constantly changing. During Operation Sindoor too, the use of modern technology and tools like drones gave a new look to the security challenges. Congratulations to Prime Minister Shri Modi for strengthening the country’s security in every way. The characteristic of Prime Minister Shri Modi is that he recognizes the upcoming challenges ahead of time and also takes immediate necessary steps to make the government-administration and the general public aware of it. On the directives of Prime Minister Shri Modi, the workshop focused on cyber crime, deep fakes and other challenges will explore all ways to strengthen the cyber security culture. Chief Minister Dr. Yadav was addressing the inaugural session of a workshop on “Strengthening Cyber Security Framework for State Data” at Kushabhau Thackeray Auditorium on Monday. Chief Minister Dr. Yadav inaugurated the workshop by lighting the lamp. The objective of the workshop is to discuss the current challenges related to cyber security in various departments of the state government, emerging cyber threats, requirements of data protection and security of digital governance systems.
- The center will play an important role in cyber security, research, innovation and skill development
Chief Minister Dr. Yadav announced the setting up of a Cyber Security Research Center in the state, taking concrete steps in the direction of cyber crime and data security. He said that this research center will be established in collaboration with the Military College of Telecommunication Engineering and educational institutions located at Mhoo . The center will become an important base for central cyber security, research, innovation and skill development. Chief Minister Dr. Yadav said that the center equipped with modern security system will play an important role in timely detection and monitoring of cyber attacks. This system will prove to be a solid step in the direction of not only reactive but predictive continuous vigilance.
- 100% benefit has started reaching the beneficiaries with the transparent system of DBT
Chief Minister Dr. Yadav said that Madhya Pradesh is fully capable of dealing with all kinds of challenges in the changing times. Madhya Pradesh Police has done a good job against cyber criminals. After the year 2014 Prime Minister Shri Modi started opening zero balance bank account. With the opening of Jan Dhan account, the needy across the country began to receive benefits directly into their bank accounts through DBT. With the introduction of transparent system of DBT, 100% benefits reached the beneficiaries. The world has considered India’s UPI payment system to be the iron. At such a time when citizens are benefiting from digital and online media, the responsibility of security on the government increases. The state government is working keeping in mind every aspect to instill confidence in the minds of the citizens.
- Effective management is essential to deal with the invisible threats of cybercrime
Chief Minister Dr. Yadav said that even after all the security measures, it would be sad if the hard earned money of a lifetime is blown away by a cyber criminal in one blow. To deal with the invisible menace of cybercrime, all the necessary management is the need of the day. There is no scope for negligence when it comes to cybercrime and data safety. State data is our most valuable asset. Government will also be responsible for financial compensation in case of data breach. The state government is working with full commitment giving top priority to cyber security.
- Continuous work to provide more digital services to citizens : P.S. Mr. Selvendran

Principal Secretary, Science and Technology Shri M. Selvendran said that Madhya Pradesh is among the leading states of the country in the field of e-governance. The department is continuously working to provide more digital services to citizens. He said that various digital innovations of the region have received appreciation and awards at the national level. With the expansion of digital services, the challenges of cyber security and data protection have also increased, so security of citizens’ personal, financial, land, penal and health data is a top priority of the state government.
Principal Secretary Shri Selvendran said that MP-CERT has been set up for this purpose, which is strengthening the cyber security of the region by monitoring cyber threats, quick response and coordinated action. He said that this workshop organized under the guidance of the Government of India is an important initiative towards developing a strong institutional and policy framework for cyber security. Based on the suggestions received in the workshop, a secure, reliable and future-oriented cyber security framework will be further strengthened in the region.
- Cyber security system is getting stronger with MP-CERT and modern security techniques: M.D. Shri Vashishta
Project Director MPSEDC Shri Ashish Vashishth said that more than 1700 government services are being made available digitally to citizens in the state. He said that with the expansion of digital services, the importance of cyber security and data protection has also increased. Ensuring the security of various government records including citizens’ health, punishment, land and property is among the highest priorities of the government. MD Shri Vashishtha said that cyber security is being strengthened in the state through MP-CERT, Security Operation Center of State Data Center and Secure State Wide Area Network (SWAN). He expressed confidence that suggestions received in the workshop and experience of experts would help in developing a strong, effective and future-oriented cyber security framework for the state.
- 44 cyber commandos and 3 thousand cyber warriors will be prepared in the region: ADG Shri Manohar
ADG Shri A. Sai Manohar said that cyber crime and data security are the major challenges of today’s digital age. Effective efforts are being made to prevent cyber crimes in the region through Cyber Helpline 1930, Rapid Grievance Redressal System and awareness campaigns, which in many cases have saved huge amount of money to the citizens. He said that with the expansion of digital services, it has become imperative to ensure security of government data and systems. For this purpose MP-CERT, modern monitoring system and quick response mechanism are being strengthened. Along with this, extensive cyber awareness campaigns are being conducted in schools, colleges and urban and rural areas.
ADG Shri Manohar said that currently 6 cyber commandos are working and 38 others have been selected to enhance cyber security capacity in the region. 44 cyber commandos will be prepared before 2028 in State Cyber Cell. There is a plan to train around 3 thousand engineering students and youth volunteers as ‘Cyber Warriors’ in Sinhastha to keep a close watch on cyber attacks and prevent them in time. He said that prevention, awareness and prompt response are the most effective measures in the field of cyber security and work is being done with full commitment to ensure digital security of the citizens of the state.
The technical sessions of the workshop featured presentations by experts on topics such as Digital Personal Data Protection (DPDP) Act, Secure Digital Public Infrastructure, Controlling Cyber Crime, Strengthening Cyber Security through IFMIS Next Gen Project and Cyber Security Framework of NICNET. Apart from this, important topics like DigiLocker, Entity Locker, API Bridge and UX4G, End-Point Security, Cyber Security Status of Web and IT Infrastructure and Secure AI Transformation Journey were also discussed.
Thematic group discussions were organized in the workshop with the participation of officers from various departments and Chief Information Security Officers (CISOs). During this, 5 parallel groups were formed on various important topics related to cyber security and extensive discussions were held. The group discussions included risk based understanding and security monitoring, State Data Center (SDC) and SWAN security, modernization of legacy systems, security-by-design and zero-trust model, data classification and effective implementation of Digital Personal Data Protection (DPDP) Act and cyber security capacity building, awareness and role of MP-CERT. Topics were discussed.
The participants shared views on the current arrangements, key challenges, technical and administrative gaps and prospects for improvement related to cyber security in their respective departments. Various suggestions and recommendations were also presented by the groups to further strengthen the security of digital assets and sensitive data of the state government. The discussion focused on enhancing inter-sectoral coordination in the field of cyber security, strengthening risk management, developing secure digital infrastructure and making data protection arrangements more effective.
The objective of the workshop was to strengthen the security of the digital assets and data of the state and promote coordination and capacity building on cyber security among various departments.
